A urmat cursurile Saint John's Wood Art School in 1896 iar din 1897 a urmat Royal Academy Schools. A fost influentat decisiv de expozitiile lucrarilor unor artisti precum Ford Madox Brown, Dante Gabriel Rossetti sau John Everett Millais. A fost primit la Academie in 1899 si primul sau succes notabil a fost expus in 1901, intitluat An Aristocrat Answering the Summons to Execution, Paris, 1793, exhibited in 1901. In 1902, dupa terminarea studiilor, pleaca in Italia unde va lucra timp de sase luni in atelierul lui E.A. Abbey, pictor care era cunoscut pentru lucrarile sale pe teme istorice. Un reprezentant tipic al curentului pre-rafaelit, Cowper acorda o deosebit atentie detaliilor si coloritului bogat, dar stilul lent de lucru l-a facut ca in prima sa perioada sa termine putine lucrari. Se documenta minutios pentru compozitiile sale, adesea exagerand : pentru a-l picta pe Sf Francisc a calatorit la Assisi, iar pentru a picta o scena din Hamlet, care se desfasura intr-un cimitir, nu a ezitat sa sape un mormant. Prefera subiectele istorice, literare si religioase. Din 1907 este membru al Academiei Regale. In 1910 este angajat sa realizeze o pictura murala pentru House of Commons, iar in 1912 realiza acolo o serie de panouri decorative. Incepand din anii '20 a inceput sa picteze mai ales portrete de femei.
