Growing up in modest surroundings, Harper had a special sensitivity to social issues and the struggles of the marginalized. Discovering his love for music early on (he picked up the guitar at 6), it was almost inevitable that he would combine the two. His maternal grandparents owned the Folk Music Center, a music store and instrument repair shop where Ben spent much of his youth. He ended up working full-time there, repairing all kinds of instruments and playing them to "test" them out. Using instruments more and more and repairing less and less Harper felt he needed to get out and stick to playing music. the school of blues Harper never did well in school. He noticed flaws in the public education system early on, like teachers giving preferential treatment to the quiet and usually affluent students. The kids in "the back rows," as he described the less-favored students (mostly blacks and Mexicans), looked out for each other and eventually formed gangs. But Harper stayed away from that; he found his niche in music.

Mr. Anderson distributed and reviewed the March 1999 notes taken at an organizational meeting of the NBSD at the First Christian Church. He requested that the Assn. members now begin an assessment of the program's effectiveness and prepare an updated needs listing for the area. This assessment of the program should use both hard and soft (objective and subjective) forms of measurement. The updated needs listing should be completed in the next couple of months and will become a 'what's next' list. He complimented the DNA/Drake Park/Carpenter resident leaders for their active involvement. This aspect of the whole program is vital to its success but not an element which he can supply. The high level of collaborative work between assigned City staff and multiple concerned and engaged citizens makes this whole project work.
