The Phoenix-based Goldwater Institute contends the rapid increase in administrative expenses is a big part of the rising cost of higher education. The organization calls for a reduction in government subsidies as a way to force universities to become more efficient. "Like any addiction program, the first step to recovery is admitting you have a problem. Higher education needs to admit they have a problem of administrative bloat," said Jay Greene, the report's author and head of the Department of Education Reform at the University of Arkansas. Officials at three Arizona universities mentioned in the report say they haven't read the study, which is being released today. But they said they are familiar with its methodology and believe the conclusions are seriously flawed.
