Whoever is responsible for the spill is also responsible for the clean-up process. If a company works directly with chemicals on a regular basis then it is required that they develop a spill response plan and have the appropriate protective equipment to treat a chemical spill. There are thousands of chemicals that can imperil the health and safety of innocent people. It is the responsibility of the industries that use, transport, and manufacture potentially dangerous pollutants to protect the public from the harmful affects of their products, and if they fail to do so they can sometimes be held financially accountable for their negligence. Chemical spills are particularly dangerous because they can affect a large number of people very quickly. Furthermore, they can be extremely difficult to clean up, especially when the responsible companies fail to alert the proper authorities. For example, the dangerous chemical benzene is so dangerous that those responsible for the spill must alert the Environmental Protection Agency if only 10 pounds escape into the environment. As with any industrial accident, there are several ways chemical spills can occur. Accidents in transport can rupture shipping containers, or chemical byproducts can leak from disposal areas, or the chemicals may be handled or stored improperly. Safety technology has improved dramatically over the last few decades, but unfortunately accidents still happen.

Use the Safety Showers when large areas of the body are exposed to hazardous chemicals during a spill or accident . Quickly remove all contaminated clothing while using the safety shower. Remove all clothing below the affected area and minimize further contact with the chemical by cutting away the clothing if necessary. It is especially important not to pull contaminated clothing over the face or eyes. Seconds count, and no time should be wasted because of modesty. Immediately flood the affected body area in cold water for at least 15 minutes. Resume if pain returns. Wash off chemicals with a mild detergent and water but do not use neutralizing chemicals, unguents, creams, lotions or salves. Get medical attention as soon as possible (see Medical Procedures). Clothes must be laundered separately before reuse.

Tanks were used for the storage of hazardous wastes (toluene, xylene, etc.).
