More than 30 years ago, on January 1, 1978, Tennessee became the first state in the nation to require the use of safety seats for child passengers. Today, Tennessee State Law requires the use of child restraint devices to protect child passengers. Nationwide, nearly 1.5 million children are passengers in vehicle crashes each year and car crashes are the number one killer of children ages 2 to 14. Studies show child safety seats reduce the likelihood of infants (under one year old) being killed in a vehicle crash by 71 percent and toddlers (one to four years old) by 54 percent. Extractions: New Child Restraint Law for New Jersey Before December 1st, 2001, our state was in grave need of a more comprehensive child seatbelt law. The New Jersey child restraint law was rated last among all fifty states by National Safe Kids and children were being transported in an extremely unsafe manner. Since the inception of a new state law, all children under the age of eight years old or eighty pounds are required to use child safety seats or booster seats in the back seat of any passenger vehicle. This law also requires that passengers over eight years old and under eighteen must be using the vehicle seat belt. The "8 or 80" law, as it has become known, is not an arbitrary parameter for keeping kids in restraint devices. The National Highway Traffic Safety Administration (NHTSA) determined years ago that this is the recommended age and weight for a child to fit properly in virtually every vehicle's adult lap and shoulder belt system. Below "8 or 80", you need a child seat or booster seat. New Jersey was the first to follow this federal recommendation. The "8 or 80" law also addresses the issue of issue of improper use of child restraints. It is well documented that more than 80% of child safety seats are either inappropriate for the child or anchored to the vehicle improperly. Because of these alarming numbers and the complexity of the issue, the NHTSA developed a child passenger program to educate parents on the proper use of child restraint devices.
