Extractions: T.A.C.™ Program History – Seeing a decrease in citizen-community crime prevention involvement, representatives from the East Texas Crime Prevention Association and the East Texas Police Chiefs Association came together with a desire to generate increased participation in neighborhood association programs and other crime prevention activities in Texas neighborhoods. Believing that law enforcement and citizens have a responsibility to work together to protect our neighborhoods, the group concluded that the best course of action was to develop ways to restore East Texas residents’ interest in the planning of neighborhood block parties. National Night Out™ is a nationwide program designed to increase crime prevention understanding, generate support/participation in crime prevention programs, improve police-community alliances, and to let criminals know that the community is in control. Although NNO™ has been successful across the nation, it was apparent to the group that planning successful NNO™ events (which take place in August) is simply too challenging for East Texas residents. Regardless of the commitment level of those planning the NNO™ events, battling the excessive heat and humidity of August in East Texas always proves to be too difficult. It was suggested that a crime prevention event be created for East Texas and set for the month of October. Not only would the weather be more agreeable, but October is National Crime Prevention Month, making it the perfect time to generate increased participation in neighborhood association programs and other crime prevention activities in East Texas communities. To achieve this, law enforcement agencies across East Texas are joining forces to sponsor T.A.C.™ – Texans Against Crime™.

Because the market for new homes is not meeting the levels anticipated when the developments started, district management felt there was little choice but to pass these costs on to rate payers. In June 2009, the district voted to add the temporary infrastructure charge to offset the cost of infrastructure required for developments in Dougherty Valley and East Dublin. The Board of Directors kept the costs down, voting for 60 percent of what district management requested. This lowered amount, however, resulted in the need for a greater increase in 2011.

This event is sponsored by the National Association of Town Watch (NATW) and the 26th annual event took place on August 4, 2009 (first Tuesday in August). In partnership with Target Corporation and law enforcement agencies, National Night Out involves civic groups, businesses and neighbourhood organizations. Participation includes 15,000 communities from 50 states and US territories. As well, Canadian cities along with military bases totalling more than 37 million people worldwide have participated in this night of awareness. The shear vastness of these numbers can only tell us the magnitude of the problems involving crime globally. The campaign is designed to encourage crime prevention involvement at all levels. This includes individuals, communities, agencies and law enforcement. The objective of this event is to heighten awareness of crime and drug prevention and to encourage support and participation especially by implementing local programs, such as youth and drug awareness. Currently, the NATW includes over 6,500 crime, drug and violence prevention programs. Traditionally, a call for "lights on" and front porch vigils signified attention to and participation in this night. However, over time participation has expanded to include block parties, cookouts, parades, police visits, festivals, neighbourhood walks, safety fairs, contests, rallies and meetings, just to name a few. Involvement and partnership with police in communities is encouraged and highlighted as just one of the ways crime can be prevented, and safer communities created.
