It is one of 18 states and the District of Columbia named as finalists yesterday in the second round of the federal "Race to the Top" grant competition to support an overhaul of education policies. The states are angling to get a share of $3 billion Winners will be announced in September, and federal officials say they expect 10 to 15 of the finalists to receive financing. North Carolina missed out in March when Tennessee and Delaware won $600 million in grants to improve failing schools in the first round.
