The 1993 constitutional reforms included an increase in the number of Supreme Court justices from 9 to 13. The reforms reduced the terms of office for president, vice president, and congressional representatives from 5 years to 4 years, and for Supreme Court justices from 6 years to 5 years; they increased the terms of mayors and city councils from 2-1/2 years to 4 years. The president and vice president are directly elected through universal suffrage and limited to one term. A vice president can run for president after 4 years out of office. The Supreme Court consists of 13 justices who are elected by the Congress from a list of 26 qualifying candidates submitted by the bar association, law school deans, a university rector, and appellate judges. The Supreme Court and local courts handle civil and criminal cases. There also is a separate Constitutional Court. Congressional, municipal, and first-round presidential elections took place on September 9, 2007. The final round of presidential elections took place on November 4, 2007. Inauguration for the new president and the new Congress took place on January 14, 2008. The next presidential elections are scheduled for September 2011.

The UN representative, Hina Jilani of Pakistan, said credible evidence linked clandestine groups to the army and national police. Guatemalan President Alfonso Portillo has questioned Jilani's conclusions. Jilani's visit was a result of ongoing complaints by human rights groups. Human rights leaders in Guatemala claim that there have been approximately 150 cases of violence against members of human rights groups during the Portillo presidency. Guillermo Ovalle, treasurer of Fundacion Rigoberta Menchu, was murdered in April (see NotiCen, 2002-05-30). Minutes after the killing, foundation members reported receiving an anonymous phone call with a funeral march playing in the background. These bonds are issued by the Central Bank of Guatemala, which is the official government bank for the country. They are bearer bonds which means ownership is vested to the person who owns the bonds physically. These are not registered bonds in that they are not in the name of a person or corporation. The person who possesses the Bond physically owns the bond. Ownership can be transferred by merely passing the bonds to the new owner. No reportage of the change of ownership is necessary.
