New ideas are doubtless always sprouting, but a society governed by custom does not encourage their development. On the contrary, it tends to suppress them, just because they are deviations from what is current. The [person] who looks at things differently from others is in such a community a suspect character; for [him or her] to persist is generally fatal. Construction delays have impacted the opening of three schools-two elementary and one high school. However, according to the New Orleans department of education, "Taking into consideration the latest construction delays, a total of 53 public schools will be available to students in the city of New Orleans for the 2006-07 school year, serving an approximate population of 22,000 students." In the 2004-05 school year, 170 schools in the state of Louisiana had unacceptable academic performances in regards to the 2001 No Child Left Behind Act. States are supposed to report statistics annually for their "Adequate Yearly Progress" reports. After Hurricane Katrina hit right before the 2005-06 school year began, Louisiana schools, especially in New Orleans, had to play catch-up. Many schools were uninhabitable, and many students and their families had moved to other states. There still is no information on enrollment numbers for the 05-06 school year, and no way to know how many students from Louisiana are attending schools in other states. Neither is there any information on the 05-06 school year in regards to a NCLB state report card. When information becomes available, it will be posted on Louisiana's Department of Education website.
