This school system provides technical training to individuals who are under the supervision of the Oklahoma Department of Corrections and Office of Juvenile Affairs. The Career Tech Skills Center has adopted School-to-Work as its operational philosophy and is the lead organization in implementing this transition system in a corrections environment. School-to-Work provides the framework for delivery of services that help ensure the student's successful transition from inmate to employee. School-to-Work is not a program. It is an education system with many interconnected components that help prepare workers in a systematic manner. Through the various School-to-Work partnerships , the Career Tech Skills Centers build program plans, called Individual Service Strategies (ISS). The ISS prescribes services to be delivered to the student and is based on the student's individual aptitudes, interests, abilities, and identified needs. The Career Tech Skills Centers' partners are involved in such things as delivering appropriate academic instruction; providing substance abuse treatment; assisting students with housing, transportation, and clothing; supervising the student's work-site learning experience; and assisting graduates with job placement.

This is according to a report just published by the Institute on Education and the Economy (IEE) at Teachers College, Columbia University. The report, entitled School-to-Work: Making a Difference in Education, analyzed the wealth of studies that focus on the evaluation of School-to-Work (STW) initiatives. The report is the most comprehensive compilation of research examining the effects of recent STW efforts and serves as a status report on indicators of the success of STW initiatives.
