Extractions: Real consequences require real tests Mr. Mark Christie, a member of the Virginia Board of Education, wrote an article for the fall 1999 issue of Virginia Issues and Answers ("Standards of Learning: Why Virginia's education reform is working," volume 6, number 2) in response to an earlier article of mine ("Are Virginia's public schools failing? Assessing the assessments," volume 6, number 1) that was critical of the Standards of Learning (SOL) assessments. Rather than address my criticisms of the SOL tests, Mr. Christie contends that what is more important about the SOL tests is not whether they are multiple-choice or some other format, whether they have more items or fewer, but the fact that they count, they have real, not sham, consequences [Emphasis in the original]. I cannot help but wonder if Mr. Christie, a lawyer, would embrace such a cavalier attitude about the Virginia Bar Examination or medical tests that also have real, not sham, consequences. Contrary to Mr. Christie's assertion, the more important the decisions to be made from tests, the more important it is to have confidence in the tests. Make no mistake about it, the SOL tests are being used to make important decisions about public schools and the children they serve, but the reliability and validity evidence cannot support the intended uses of the SOL test scores.

Index of Student Resources Freshmen Face New Degree of SOL Difficulty The Loudon County Virginia public school system has decided to institute new testing measures. For the first time, scores from the Standards of Learning tests (SOL) which were instituted three years ago, will count for students in the ninth grade. Beginning with the Class of 2004, students must take an SOL test in each subject they complete during high school and pass at least six or they will be denied a high school diploma. There is concern on the part of some parents and educators that ninth graders have a difficult year of adjustments coping with the transition from junior to senior high such as more challenging homework and social anxieties. Additional emphasis on testing and their results may only add more stress. Parents as well as children will have to become comfortable with the importance of the tests, and some are not convinced that one test can fully measure their child's abilities. Science and math teachers county-wide are already consulting with one another to find teaching methods which will best increase success rates in their students.

Standards of Learning (SOL) Tests and Verified Units of Credit The Board of Education has established educational objectives known as the Standards of Learning, which form the core of Virginia's educational program, and other education objectives, which together are designed to ensure the development of the skills that are necessary for success in school and in preparation for life in the years beyond. The Botetourt County School Board has developed and implemented a program of instruction that is aligned to the Standards of Learning and that meets or exceeds the requirements of the Board of Education. In kindergarten through eighth grade, where Standards of Learning (SOL) tests are required by the Board of Education, each student is expected to take the SOL tests. Schools will use the SOL test results in kindergarten through eighth grade as part of a set of multiple criteria for determining the promotion or retention of students. Each student in middle and secondary school will take all applicable end-of-course SOL tests. Students who successfully complete the requirements of the course and achieve a passing score on an end-of-course SOL test will be awarded a verified unit of credit in that course. Students may earn verified credits in any courses for which end-of-course SOL tests are available. Middle and secondary schools may consider the student's end-of-course SOL test score in determining the student's final course grade.
