The general purpose of the fiscal capacity formula is to provide a method for sharing the burden of the local component of the BEP between local governments across the state. Fiscal capacity is defined as the relative ability of local governments to generate revenue from own sources. Capacity for each local government is measured by applying uniform tax rates to the government's actual local sales and property tax bases. The average tax rates are calculated as the average use of each base by local governments for education. Each local government's capacity is defined as its percent of the sum of all local governments' capacity to raise revenues from own sources. Current release:

Legislators will then adjourn at the call of the Governor to allow the General Assembly to meet in a Special (Extraordinary) Session on Education set to begin the same day. It will be the 57th Extraordinary Session in Tennessee history. The Governor called the Special Session after recognizing that Tennessee has an opportunity to receive federal “Race to the Top” dollars if the General Assembly acts promptly with certain education reforms. Race to the Top is authorized under the American Recovery and Reinvestment Act of 2009 (ARRA) and is a competitive grant program to encourage and reward states who are implementing significant reforms in the four education areas: enhancing standards and assessments; improving the collection and use of data; increasing teacher effectiveness and achieving equity in teacher distribution; and turning around struggling schools. Lt. Governor Ron Ramsey has already made Committee appointments for the Extraordinary Session.
