He stockpiled ammo and practiced target shooting at empty construction sites. By his own account, he was preparing for jihad. From a black Ford Explorer Sport Trac, Abdulhakim Mujahid Muhammad, a Memphis native, watched two U.S. soldiers in fatigues smoking outside an Army recruiting center in Little Rock. He aimed an assault rifle out the window and fired. One soldier died, the other was wounded. Muhammad sped away, hoping to flee 150 miles to Memphis where he would switch cars. But a wrong turn in a construction zone led him to police. He stepped out of the SUV wearing a green ammo belt around his waist. "It's a war going on against Muslims, and that is why I did it," an officer heard him say. "You see how I gave up with no problem." Much of this account emerges from police reports and an 18-page mental-health evaluation contained in court files. But Muhammad tells a far broader, detailed story in seven handwritten letters to The Commercial Appeal. Taken together, those letters are not just an admission of guilt but a profession of failure for having not caused more death and destruction.

Most definitions of terrorism include only those acts which are intended to create fear or "terror," are perpetrated for a political goal (as opposed to a hate crime or "madman" attack), and deliberately target "non-combatants." Some definitions include a priori immunity for the "legitimate" government. Consistent definitions may not restrict or fix in advance the list of possible affected subjects and must include state terrorism. In many cases the determination of "legitimate" targets and the definition of "combatant" are disputed, especially by partisans to the conflict in question. On terrorism, more than on other subjects, commentary seems liable to be swayed by wishful thinking, to base itself on unwarranted or flawed assumptions, and to draw from these assumptions irrational inferences, muzzily expressed. Let me offer one example, typical of many more. The following is the conclusion to a recent Washington Post editorial, "Nervous Mideast Moment": The United States, however, cannot afford to let its struggle against terrorism be overwhelmed by its differences with Libya. That gives the Qaddafis of the world too much importance and draws attention from the requirement to go to the political sources of terrorism. A principal source, unquestionably, is the unresolved Palestinian question. The State Department's man for the Middle East, Richard Murphy, has been on the road again, cautiously exploring whether it is possible in coming months to bring Israel and Jordan closer to a negotiation. This quest would be essential even if terrorism were not the concern it is. It marks the leading way that American policy must go. The clear implication is that negotiation between Israel and Jordan can dry up "a principal source of terrorism." Now, nobody who has studied that political context at all, and is not blinded by wishful thinking, could possibly believe that. For the Arab terrorists—and most other Arabs—"the unresolved Palestinian question" and the existence of the State of Israel are one and the same thing. The terrorists could not possibly be appeased, or made to desist, by Jordan's King Hussein's getting back a slice of the West Bank, which is the very most that could come out of a negotiation between Jordan and Israel. The terrorists and their backers would denounce such a deal as treachery and seek to step up their attacks, directing these against Jordan as well as Israel.

Tim Daley, British Animal Liberation Front Leader Introduction The Animal Enterprise Protection Act of 1992 and Mandated Report The Animal Enterprise Protection Act, enacted into law on August 26, 1992 and codified as 18 U.S.C. � 43, makes it a federal offense, punishable by fine and/or imprisonment for up to one year, to cause physical disruption to the functioning of an animal enterprise resulting in economic damage exceeding $10,000. The Act also imposes sentences of up to 10 years or life imprisonment, respectively, on persons causing the serious bodily injury or death of another person during the course of such an offense. Congress passed the Animal Enterprise Protection Act in response to concerns about what was perceived by many to be the rapidly expanding use of violence and other disruptive expressions of extremism on behalf of animal rights. Indeed, since the early 1980s, a broad range of enterprises, in both public and private sectors, that use or market animals or animal-derived products in their commercial or professional operations, have been targeted by radical elements within the animal rights movement with acts of disruption, vandalism, and in many cases physical destruction. In enacting the Animal Enterprise Protection Act, Congress sought both to punish those who engage in acts of terrorism against animal enterprises and to deter others from doing the same.
