Extractions: Franklin Hichborn attended both Santa Clara College and Stanford University, studying at the latter institution during 1892-94. Santa Clara College eventually, in 1903, conferred upon him the honorary degree of Master of Arts. From 1894-97, he was the publisher of the San Jose Letter; in 1897-98 he was the city editor of the Fresno Expositor; in 1899 he edited the Winnemucca, Nevada, Silver State; for a year, beginning with 1900, he published the San Jose Spectator; from 1902 to 1904 he edited the San Jose Herald; from 1904 to 1906 he was news editor of the Sacramento Union; and from 1906 to 1919 he was active as both a writer and a lecturer on political and economic subjects, while from 1915 to 1917 he published the Legislative Bulletin at Sacramento. At Fresno, on December 31, 1897, Mr. Hichborn was married to Miss Mabel Houlton, of Santa Clara, daughter of Mr. and Mrs. Greenleaf Houlton, and granddaughter of the founder of Houlton, Maine. Five Children have blessed this union. The eldest bears, very appropriately, the historic name of Paul Revere, while the next in the order of birth is Deborah, who in 1920 married David T. Rayner. The others are Drusilla, Mabel, and Frances. A Progressive Republican, Mr. Hichborn is a member of the San Francisco Press Club and the National Economic League. He resides with his family at 1091 Fremont Street, Santa Clara.

Extractions: The Direct Primary A Critical Step for California Progressivism by Steve Brady History has anointed Hiram Johnson the standard bearer of California Progressivism. His two terms as Governor, lasting from l911-1919, encompass the years generally associated with Progressivism in California.[1] While Johnson was governor, the legislatures of the state passed significant Progressive legislation such as the referendum, initiative, recall, workmen's compensation laws, implementation of a stronger railroad commission, and women's suffrage. Even before Johnson's election, however, a critical Progressive law had already been debated and passed. The importance of the direct primary law of l909 in helping Hiram Johnson and other Progressives to get elected in 1910 is often overlooked. Because of the direct primary law, Californians finally ended the power of the Southern Pacific Railroad (SP) in their politics. Politics and the power of the political party were never to be the same in the Golden State. The historiography of the Progressive period has dramatically changed in the past seventy-five years. While most historians agree that the Southern Pacific Railroad controlled the California state government in the nineteenth century, and that the response of Progressives to this domination was necessary and praiseworthy, there is a difference of opinion as to the character of the response. Some historians argue that the Progressive thrust against the SP was part of a general Progressive movement. They cite common goals and distinct characteristics which united Progressives across the state. Other scholars believe the agitation against the SP was merely a reaction to a corrupt situation. They accentuate the conflicting characteristics and goals of Progressives, and tend to discount a coherent Progressive movement.

Historical Note: Content Description Note: The papers consist of correspondence, memoranda, memorabilia, clippings, speeches, subject files, photographs, and other materials pertaining to Wheeler's personal and political life. There are few senatorial papers from Burton's long tenure in office because he appears to have disposed of them after the 1946 election. What remains are primarily materials which are retrospective in nature, including drafts of Wheeler's autobiography, "Yankee from the West," letters and memoranda pertaining to the same, and correspondence from researchers, political associates, and family members.
