Vit et travaille à New York et à York en Pennsylvanie. Koons étudie au Collège Institute of Art du Maryland à Baltimore puis à Chicago à la School of the Art Institute. Il travaille comme broker tout en travaillant la peinture. Reconnu à partir des années 80, il crée un studio à Soho. Il se marie en 1991 avec la Cicciolina (Ilona Staller) hongroise et star du porno, naturalisée italienne et qui fit une brève carrière au parlement italien. Jeff Koons commence alors une série « Made in heaven » de peintures, photos et sculptures exhibant le couple dans des positions très érotiques. Ses œuvres font parties de nombreuses collections privées et publics dont le Musée d’Art Moderne de New York (Moma), le Whitney Museum de New York, le Musée Guggenheim à New York, La Galerie National à Washington, The Tate Gallery à Londres, Stedelijk Museum à Amsterdam, le Tokyo Metropolitan Museum. Professeur dans de nombreuses universités.
