As Albania Albania , Albanian or Shqipnija, officially Republic of Albania, republic (2005 est. pop. 3,563,000), 11,101 sq mi (28,752 sq km), SE Europe. slowly reclaims its cultural heritage after half-a-century of Communism communism, fundamentally, a system of social organization in which property (especially real property and the means of production) is held in common. Thus, the ejido system of the indigenous people of Mexico and the property-and-work system of the Inca were both , Switzerland is helping in the process. Over the past three years Pro Helvetia, the Swiss arts council An arts council is a government or private, non-profit organization dedicated to promoting the arts mainly by funding local artists, awarding prizes, and organizing events at home and abroad. , has encouraged Albanian cultural activities. Regarded as one of Europe's poorest countries, Albania saw virtually no cultural development during its Communist isolation. Since the Communist era ended a decade ago, economic difficulties have put artistic ventures low on the government's list of priorities. "When I see all the poverty here, I do sometimes think that culture is a luxury," says Christian Zindel, director of Pro Helvetia in Albania. "But without culture you have no identity. History and culture provide something very important for every individualthey allow them to be somebody."

Albania:The Little Country that Couldn't?
Albanian Culture Day in the Life Evacuation Albanian Viewpoint ... History
Up until a year ago, it was a country with promise. Recently released from the constraints of communism and years of oppression, Albania looked toward a growing future with capitalism. Teenagers embraced the music of Michael Jackson and Madonna, while the leaders welcomed the teaching of English, western business and agriculture. For a country that boasted an average income of $120 a year, hard work and the acceptance of the influences of their wealthier neighboring nations obviously looked to be able to open doors to more comfortable living. But so did the prospect of a high-risk pyramid scheme that many Albanians put all of their savings into. With the failure of the investments, some of which Albanians had bet on with their houses, Albania is now in decay. Civil war has broken out while citizens blame the government for encouraging the investments, and then not being able to pay what is deserved. Many have responded with a violent rebellion. Relatively unknown to Americans before, reports of violence fill the media almost everyday now in mediums ranging from CNN to local newspapers. Although most Americans view the news as remote, some see it as the destruction of what was once a home.

A backpackers view on Albanian culture
    Europe Albania West Tirana
July 30th 2005 by zofka Anna and The Balkans
    Tirana by night

The main square in Tirana by night I'm at the moment in Ioannina, Greece, but before writing about returning to the European Union I wish to write a few thoughts down about Albania.
I already told about Shkoder fastly, but now after having completed my Albanian experience for this time, I wish to tell what I discovered about the culture. Since I'm only a backpacker going fastly through I offcourse haven't digged down into the Albanian lifestyle and do not know much more than others about Albania.
But here is what I found out.
    Language difficulties
Firstly I noticed the language and was pretty fast trying to figure out what it came closest to. But honestly Albanian is a little bit of everything and still nothing like any other language I've heard. They speak as if they are mumbling, using sounds from the upper mouth. I was surprised when listening to it and being reminded of everything from Spanish to Swedish to Serbian. And still having absolute no idea what was said. Albanians also have the tendency, maybe because they don't see many tourists, to think that if they just speak slow I would understand. This has given me many both funny and confusing incidents.

Paradoxes of Albanian Culture
However, at the same time, you will never see an Albanian home that is anything but spotless (and trust me cleaning your home takes on new meaning in this dusty, dirty country), and many Albanians are self-sufficient in ways I could never be. Indicative of this is the fact that over half of the population is employed in agriculture, largely from growing on their own land. How can a population of people that put in the hours of physical labor involved in cleaning Albanian homes and maintaining crops not be equally as hard working when it comes to the office? The truth is, I have no idea. I have plenty of speculations, but the culture here is really a mystery to me.
Finally, Albanians will talk day and night about the problems in this country, but they rarely will they do anything to change them, and worse, they will often engage in precisely the kind of behavior they are condemning. To demonstrate, I refer back to the Red Cross competition I went to this summer. Some of the girls on the team were clearly cheating, but then when they got second place proceeded to cry that the first place team had cheated.
So, Albanians will sit over a coffee and complain day and night about problems in the community, but when someone tries to take action, they are disinterested.

She stressed that the institution that she represents always tried to promote all ethnic cultures equally. Scholar Xhabir Ahmeti argues that many projects of the Culture Ministry are covered with a thick layer of political dust, and he stressed that, even when the Government invested in projects intended to promote Albanian culture, these projects were always stopped. "We should not blame the Government for this, but all those Albanian amateurs that hold comfortable senior positions and are more concerned about their political, rather than their professional tasks," he said. TIRANA, Albania (AP) - Albanian Prime Minister Sali Berisha sacked his culture minister Wednesday after a report accused the minister of sexually harassing a woman looking for a job.
Private Top Channel TV showed footage and an audio recording of what it said was Culture, Youth, Tourism and Sports Minister Ylli Pango asking the woman to strip, allegedly to see whether she would do so for the job. The incident allegedly occurred in Pango's Tirana home last month.
Berisha's spokesman Grid Rroji told The Associated Press that the prime minister «immediately dismissed the minister.
Pango, a 56-year-old professor of psychology, was not immediately available for comment, but a statement from Berisha's office said Pango rejected the allegation as «a media fabrication.
«The incident shown in the media was ethically unacceptable ... and Prime Minister Berisha decided to fire (Pango),» the statement said.
