Albanian Government Halts Action Against Insurgents

TIRANA, Albania
In an effort to pacify armed rebellion in the south, the Albanian government agreed Thursday to halt military operations there for 48 hours. In exchange, opposition politicians called on the insurgents to lay down their weapons and accept amnesty. The agreement emerged from more than five hours of talks between President Sali Berisha and most of his political opposition, their first meeting since he imposed emergency rule to crush an uprising by armed civilians who have seized control of the southern quarter of this country. Diplomats praised the talks as a breakthrough. But they and Albanian opposition leaders said the agreement fell far short of the demands for new elections and constitutional reform needed to settle the political crisis jolting Albania. More ominously, reports from Vlore, the southern town that is the center of the revolt, indicated people there immediately rejected the deal. Organized in an ad hoc "resistance movement," rebellious residents in Vlore and other towns have looted army arsenals and are vowing to fight until Berisha resigns. Squared off in a tense confrontation, rebel and government armies have, according to reports from the area, had minor skirmishes, though an all-out offensive failed to materialize. In the last 24 hours, seven people were killed in Vlore, and food supplies, such as milk for children, were beginning to dwindle, residents told aid workers in Tirana.

    Albanian government introduces flat tax

    29 August 2007 The government of Albania has agreed on a standard tax rate (flat tax) of 10 percent aimed at outdoing its East European rivals and attracting international investors. The government in Tirana is determined to transform the impoverished Balkan state into a haven for multinational companies and western speculators. From the start of next year, corporate taxes will be reduced from 20 to just 10 percent. The basic rate of income tax, which amounted to 5 percent for average incomes and a maximum of 25 percent for top earners, had already been changed to a uniform rate of 10 percent for all incomes on August 1. But even this is not enough. In August the head of government, Sali Berisha, announced that the state would make development land available to foreign investors for the symbolic price of one euro. Concessions for socially indispensable services such as health service, education, water and waste disposal, infrastructure, energy and raw material production - are also to be sold off bargain-basement style for one euro.

Albanian Government Moves to Shore Up Power Sector with Privatisation, Hydropower Deals

The Albanian government has taken several important steps in resuscitating the country's ailing electricity sector this week, agreeing to sell a 76% stake in the state-owned distribution network to the Czech Republic's CEZ and clinching a deal with Austria's Verbund to build a new hydropower plant.
Global Insight Perspective Significance Having mapped out a long-term strategy for the modernisation of its electricity sector, the Albanian government is busy following through, securing a deal this week to privatise OSSH, the distribution arm of state-owned electric utility KESH. Implications The privatisation of OSSH (also known as DSO, for Distribution System Operator), together with the finalisation of a deal with Verbund to build a new hydropower plant (HPP) on the Drin River, should help Albania reduce line losses and generate more power to meet the country's consumption needs. Outlook Albania's electricity sector remains in a precarious position, with an over-reliance on seasonal hydropower, but the government is counting on private investment to upgrade existing infrastructure and increase overall supplies to Albanian consumers. Privatisation Success In August 2003, the government laid out a "master recovery plan" for Albania's ailing power sector, calling for US$1.3 billion in investment in the country's generation, transmission, and distribution networks. In the past five years, Albania has made some progress in implementing that plan, securing loans from international development banks and European governments to help modernise the country's Communist-era electricity infrastructure. A handful of projects are under way to add new generation capacity as well, including plans for construction of new thermal power plants to help diversify Albania's sources of power generation, but the recurrence of power shortages indicate that this progress has not been sufficient to address the sector's fundamental shortcomings.

    Verbund Signs Ashta Power Plant Contract with Albanian Government
    Tirana, Dec. 13, 2008 (AENews) -  The concession agreement for the Ashta power plant on the river Drin was signed on September 30 in the presence of Albanian Prime Minister, Sali Berisha. The run-of-river plant will be erected south of Shkoder, the fourth largest town in Albania. Industrially managed by Verbund, the project will be constructed jointly with EVN. Both companies will have a 50 % shareholding in the project company. The project, which has a planned investment volume of Euro 160 million, involves the construction and operation of a run-of-river plant with an installed capacity of 48 MW and a forecasted annual generation amount of 230 GWh (this corresponds to approximately one quarter of the Freudenau power plant on the river Danube in Austria). Commissioning is scheduled for 2012. Power plant information
    Ashta is the final power plant step in a chain of three existing power plants and utilizes the head between the Spathara reservoir, which is fed by the river Drin, and the Drin estuary in the Buna.

    Associated Press Posted on August 24, 2010 at 9:34 PM The charges were announced Tuesday after the unsealing of an indictment in federal court in Manhattan. Prosecutors said Almir Rrapo was arrested by the Albanian National Police on July 2 at the request of the United States. They said he was the senior administrative assistant to the deputy prime minister of Albania. He was charged in a prosecution that has also been brought against 16 others. Prosecutors said he was part of an international crime organization that engaged in murder, kidnapping, narcotics trafficking, extortion, robbery, arson, and other crimes.

In Rome on Thursday, Italian Foreign Minister Lamberto Dini told reporters Berisha had given his assurance that the army would try to isolate the towns and then try to reach a settlement for insurgents to lay down their arms. Meanwhile, Berisha met in Albania's capital Tirana with political opposition leaders. Attending the Thursday talks were Neritan Ceka, head of the Democratic Alliance, and Skender Gjinushi, leader of the Social Democratic Party two of Berisha's strongest critics.
