Edmund Randolph's speech introducing the Virginia Plan at the convention Last week, we told how the convention heard details of the Virginia Plan. That was a fifteen-part plan of government prepared by James Madison and other delegates from the state of Virginia.
The plan described a national government with a supreme legislature, executive and judiciary. The convention debated the meaning of the words "national" and "supreme." Some delegates feared that such a central government would take away power from the states. But in the end, they approved the proposal.
On June first, they began debate on the issue of a national executive.

Presidential system
A presidential system , or a congressional system , is a system of government of a republic where the executive branch is elected separately from the legislative. The defining characteristic of a presidential government is how the executive is elected, but nearly all presidential systems share the following features.
  • the president is both head of state and head of government the president has a fixed term of office. Although the president can be impeached for misconduct, there is no vote of confidence by which the president can be removed for incompetence or unpopularity. the executive branch is unipersonal. Cabinet members serve at the pleasure of the president and can be removed at any time.
The term presidential system is often used in contrast to cabinet government , which is usually a feature of parliamentarism . There also exist a kind of intermediate, the semi-presidential system Countries with congressional and presidential systems include the United States Indonesia , the Philippines Mexico South Korea , and most countries in South America . The death of President Franklin Delano Roosevelt in 1945 elevated to the highest office his little-known vice president, Harry S. Truman. To many citizens, Truman appeared to be a small-town Missouri "hick," entirely incapable of following in the footsteps of his world-famous, charismatic predecessor. Top Western musician Doc Stovall and librarian Liz Gentry of the Cartersville, Georgia Booth Western Art Museum continue to build the Museum's Research Library Cowboy Poetry collection, and they seek Cowboy Poetry book donations from poets and others. They write: The Booth Western Art Museum Research Library started three years prior to its opening with approximately 900 books given to us by a wonderful benefactor. It has grown to about 10,000 volumes that includes books, periodicals and videos and DVDs. We have approximately 5500 books in various categories that support our mission statement. We have books on Western Art, Art in General, Native American History, Presidential History and the Civil War. We are lacking in several areas, one being Cowboy Poetry. In supporting the education department and their outreach to schools we are continually looking for books that will fulfill their requests. We would greatly appreciate any donations from your poets to help make our library the best in the West (South) that is.
