Under a constitution promulgated in 1975 and subsequently amended, Angola was, until the early 1990s, a single-party republic governed by the Popular Movement for the Liberation of Angola-Labor Party (Movimento Popular de Libertacao de Angola-Partido de Trabalho), generally referred to as the MPLA. Legislative powers were nominally exercised by the indirectly elected National People’s Assembly, but the MPLA was the government’s major policymaking body, and its chairman served as president of the republic. Under a 1991 peace accord between the MPLA and the guerrilla organization opposing the government, the National Union for the Total Independence of Angola (Uniao Nacional para a Independencia Total de Angola, or UNITA), Angola held its first multiparty elections for president and for a new 220-seat parliament in September 1992. Jose Eduardo dos Santos, the MPLA incumbent, was reelected president. The MPLA took 129 of the legislature’s seats, while UNITA took 70. However, UNITA rejected the results of the election, and a scheduled runoff was delayed indefinitely. UNITA resumed its war against the government until 1994, when another peace agreement outlined a power-sharing arrangement between the two parties. After several delays, MPLA and members of UNITA formed a coalition government in April 1997. deeper links

GOVERNMENT Angola changed from a one-party Marxist-Leninist system ruled by the MPLA to a nominal multiparty democracy following the 1992 elections, in which President dos Santos won the first-round election with 49% of the vote to Jonas Savimbi's 40%; a runoff never took place. The Constitutional Law of 1992 establishes the broad outlines of government structure and delineates the rights and duties of citizens. The government is based on ordinances, decrees, and decisions issued by a president and his ministers and on legislation produced by the National Assembly and approved by the president. The Assembly is generally subordinate to the executive.
Angola is governed by a president, vice president, and 85 appointed ministers and state secretaries. Political power is concentrated in the presidency. The executive branch of the government is composed of the president (head of state and government), the vice president, ministers of state. and the Council of Ministers. The Council of Ministers, composed of all government ministers and secretaries of state, meets regularly to discuss policy issues. The president, the Council of Ministers, and individual ministers in their areas of competence have the ability to legislate by decree.
Of the 220 deputies currently seated in the National Assembly, 130 are elected at large, and 5 are elected to represent each of the 18 provinces. The Electoral Law also calls for the election of three additional deputies to represent citizens living abroad; however, those positions have not been filled.

30 January 1997 ANGOLA: GOVERNMENT ARMY DEMOBILIZES CHILD SOLDIERS LUANDA The government army Thursday began a long-awaited demobilization of thousands of child soldiers it drafted into its two-decade civil war against UNITA rebels. A group of 213 child soldiers formally left the army ranks in an official ceremony here marking another small step forward in the slow-moving implementation of 1994 peace accords signed by government and rebels. The kids, not wearing uniform or carrying guns, stepped forward for a handshake with military top brass that marked their departure from military service. The United Nations, which brokered the peace deal to end the devastating conlict, estimates that 7,000 children who took up guns in the fighting are still in army ranks on both sides. During the war, teenagers were a frequent sight on front lines. There are no figures on how many were killed but several thousand were maimed by landmines. The kids would be uniformed just like adult soldiers and would choose "noms de guerre," war aliases, just like their older comrades in arms. The main difference was that they were dwarfed by the deadly weapons they carried.
