The Minister for Agriculture, Bob Cameron declared the Flinders Aquaculture Fisheries Reserve Management Plan on 15 December 2005 by publication of Notice of Declaration in the Victoria Gazette (external link).
The Management Plan has been developed in accord with Part 3 of the Fisheries Act 1995. Section 28 of the Act requires a management plan be prepared in respect of a fisheries reserve.
The Management Plan has been developed through a steering committee made up of key stakeholder group representatives, and provides management direction for the Flinders Aquaculture Fisheries Reserve for the next three years. The planning process was overseen by the Fisheries Co-Management Council.
A copy of the Plan can be obtained by downloading the PDF below or by contacting the DPI Customer Service Centre on 136 186.

Port Phillip Bay and Western Port present one of the best marine aquaculture opportunities in Australia - offering some of the largest and cleanest waters located close to markets, labour and established infrastructure.
For 20 years, Port Phillip Bay has been the heart of Victoria's marine aquaculture industry - cultivating mostly blue mussels. Victorian blue mussels are renowned for their tender flesh and delicious flavour.
In 2004-2005 Victorian mussel farmers produced approximately 1,200 tonnes of mussels, valued at over $2.8 million, and produce the largest tonnage of mussel in Australia. Most mussels are harvested for human consumption and sold live on the domestic market.
Western Port, where the Flinders Aquaculture Fisheries Reserve is located, has been utilised for shellfish aquaculture for a number of years, and offers similar attributes as Port Phillip Bay.
Pinnace Channel Aquaculture Fisheries Reserve
(1000 ha) is comprised of two 500 ha blocks located either side of the Pinnace Channel where it flows northwards from the Great Sands area.
Clifton Springs Aquaculture Fisheries Reserve
(318 ha) is located about 1.0 km offshore from Clifton Springs (Bellarine Peninsula).

Also, we appreciate the dedication of everyone here in the hall to the goals of " fish for all and forever ". Chair: I thank you for an opportunity to make a brief comment. ITDG is proud to have had many decades of work with fisherfolk around the world and especially to have known and worked with Dr John Kurien and the fisherfolk of south India, whose efforts to restore the marine biodiversity of their seas, we salute. The issues seem to be clear as many speakers have already described and will say: Developed (northern) food and fishing industry's dominance of global fisheries and aquaculture will increase:
  • Unjust fisheries agreements with southern developing countries proliferate with huge impacts on common property resources e.g. Chile, W Africa. Massive subsidies to northern fishing fleets and fishing effort, often hidden by reflagging of Northern fishing boats to developing country fleets.
