  • Arkansas has nearly 500,000 K-12 students, 250+ school districts, 82+ million square feet of building space, 57% of buildings built before 1980, $72 million in energy expenditures in FY 2006, and spending 13% for water, 58% for electricity, and 29% on natural gas.

As utility costs for Arkansas school buildings increase, school districts look for ways to improve operations and reduce costs. The greatest opportunity lies with existing school buildings. As noted above, over half of Arkansas' K-12 school buildings were constructed before 1980 (25+ years ago). Potential savings ranging from 5% to 30%. Improving the energy efficiency of existing school buildings , resulting in reduced utility costs, can be achieved by, first, better understanding the each school's energy consumption. This can be done by understanding your utility rates, benchmarking, followed by tracking or trending usage over time, and finally making appropriate changes in building energy systems, operation, and maintenance. An Unprecedented Crisis in Academic Performance
• 87% of Arkansas' 8th graders are not proficient in math (NAEP). • 87% of 11th graders failed the math section of the state's exit exam (ACTAP). • 80% of Arkansas' 4th graders are not proficient in reading (NAEP) Arkansas' average ACT college entrance score (20.2) remains consistently below the national average (20.9). • Arkansas' college remediation rate for entering students is 59.2%. 48% of these students entered college in the year after high school, the others are older students. After three decades of rising education spending and dramatic personnel growth in the system, Arkansas' academic achievement is well below national averages and lags most of the world's industrialized countries. The current public school establishment is responsible for this performance and must be held accountable and urged to improve. Arkansans are beginning to raise the central issue underlying effective education reform.

Arkansas Lab Safety Guide Science Education Safety A "Laboratory Safety Guide for Arkansas K-12 Schools" has been developed by the ASTA for it's members. One copy of the guide was send to all school administers, April of 1999. Free copies are available to ASTA members at any ASTA meeting or conference. A PDF file of the guide is available on the Arkansas Department of Education's web site, http://arkedu.state.ar.us/lab_safe2.pdf "Science and Safety, Making the Connection" is a recently published national guide to science safety in the classroom. To read or print the files you will need the Adobe Acrobat Reader installed on your computer. The guide was published by Council of State Science Supervisors (CSSS) with support from the American Chemical Society, the Eisenhower National Clearinghouse for Mathematics and Science Education, the National Aeronautics and Space Administration, and the National Institutes of Health.     Educational E-Rate Assistance
    The E-Rate Program for schools and public libraries provides discounts and reimbursements to eligible entities for technology expenditures used to facilitate education of K-12 students and service library patrons. DIS assists schools and libraries in filing applications for the E-Rate program. DIS will assist customers in obtaining federal E-Rate Program support funds for the State of Arkansas.  The collection of these funds has the potential to exceed $15 million per year for the Arkansas K-12 schools and public libraries.  The level of support provided by the E-Rate Program is based on the poverty level of the school, which is determined by the National School Lunch Data and ranges between 20% - 90%.

    UCA Educator Production and Quality
    UCA continues to be one of the top two producers of licensed school educators in the state. Currently, more than 5,000 UCA graduates work as educators in Arkansas k-12 schools, with the highest concentration of its graduates working in central Arkansas or northwest Arkansas. Additionally, the quality of UCA educator graduates is strong, as evidenced by the standardized content knowledge, pedagogical knowledge, and classroom performance skill assessments. UCA educator graduates consistently pass these various assessments at or above the state average. For example, one hundred percent of all College of Education graduates have passed the Praxis III assessment, with each performance area scored above the state average.
    Mashburn Center for Learning
    The Mashburn Center for Learning continues to be one of three state-endorsed intervention and professional development programs in Arkansas, as identified by the Arkansas Department of Education. The Mashburn Center provides intervention strategies and professional development support for participating schools to improve outcomes of low-performing students.
