Armenian Government Road Would Slash Rare Nature Reserve WATERTOWN, Massachusetts , June 7, 2005 (ENS) - The Armenian government has announced plans to build a new highway that bisects one of only three pristine forest reserves in the country. The plan alarms a Watertown based conservation organization that has planted hundreds of thousands of trees in Armenia since 1994. The Armenia Tree Project warns that the government's chosen route for the highway would mean cutting at least 14,000 old growth trees and 90,000 younger ones. In Armenia these numbers are significant, the group says, because while at least 40 percent of the country was once covered with trees, current estimates place forest cover at around eight percent. At current rates of cutting, "the last of the forests could be gone in as little as 20 years," the Armenia Tree Project predicts. The new highway is planned to take a route across the Mtnadzor Forest that covers a third of the Shikahogh reserve in southern Armenia. Established in 1958, the reserve is inhabited by rare and endangered plants and animals. Southern Armenia's Shikahogh reserve is the planned site of a new highway.

PRINCIPAL GOVERNMENT OFFICIALS Chief of State: President Serzh Sargsian Head of Government: Prime Minister Tigran Sargsian As a result of the May 2007 parliamentary elections, and with the February 2008 decision by the Country of Law Party to join the governing coalition, 113 seats out of the 131 in the National Assembly are held by pro-government parties. The sole opposition faction in parliament, the Heritage Party, holds seven seats. The remaining members of parliament are independent, although most of these are aligned de facto with the pro-government parties. The unicameral National Assembly has 90 seats which are elected by proportional representation (party list), and 41 are single mandate districts. The National Assembly launched a parliamentary ad hoc commission tasked with an inquiry into the events of March 1-2. The ad hoc commission showed early promise, despite concerns about its pro-government composition. The commission members summoned senior government officials to testify in public hearings, and subjected them to probing questions. This effort was expanded by a presidential directive on October 23, 2008 that formed an independent fact-finding group tasked to support and report to the ad hoc commission. It was composed of members appointed in equal numbers by ruling and opposition parties. These initiatives to uncover the truth about the March 1 events have been welcome, albeit imperfect, steps to provide public accountability.

May 5, 1998 The visit of Armenian Foreign Minister Vartan Oskanian to Germany provided the setting for the first official talks between the Assyrian Democratic Organisation ADO and Armenian government officials on last May 5. Despite of the packed working agenda of his delegation Mr. Oskanian made a special arrangement for a ca 1 hour meeting at which Mr. Issa Hanna of ADO Europe was received by the Armenian ambassador in Germany Dr Aschot Voskanian and the Special Commissioner for European Affairs in the Armenian Foreign Ministry Mr. Mntatsakian in the official guest house 'Petersberg' of the government of the Federal Republic of Germany in the town of Knigswinter near Bonn. The talks opened up with heartily greetings from Foreign Minister Oskanian who deplored that an unforeseen increase in his working schedule prevented him from participating personally. He expressed his wish to make up for this at a later time, maybe in Yerevan, Armenia and said that nevertheless he did not want to miss the opportunity of having his views on the vividly interesting issue of co-operation with ADO expressed by his representatives. Also Armenian ambassador Dr Voskanian welcomed the chance for this first official meeting and reminded of the sympathetic perception Assyrians traditionally enjoy among Armenians which unfortunately up to now had not been translated into the establishment of permanent relations between the leaderships of the two people. He said that his personal acquaintance with Assyrians from childhood on in Armenia where there are living an estimated 7,000 Assyrians today resulted in his appreciation of their rich cultural heritage as well as of their 'warm and friendly' character.

The State Commission on the Protection of Economic Competition (SCPEC) highlighted the mildness of these sanctions last month when it slapped a modest 2.5 million-dram fine on a highly profitable firm that controls imports of wheat, sugar and other basic foodstuffs to Armenia and is a large-scale alcohol bottler. The Aleks-Grig company, owned by a government-linked tycoon, was fined for illegally using famous Russian and Ukrainian vodka brands.
Shaboyan revealed that a government task force comprising World Bank experts is now working on corresponding legal amendments that should be unveiled in July. He would not be drawn on just how drastic the planned increase in fines is likely to be.
