The Global Supply Chain (GSC) Program
The AIC Program
To help break down the barriers to entry to the defence market for Australian companies, Defence has developed the Australian Industry Capability (AIC) program. The program is one of the principal mechanisms to drive and enhance long standing partnerships between Defence and industry. By understanding local and global industry, and facilitating local and international opportunities for Australian firms, the AIC program aims to sustain both the critical military capabilities of the Defence Force and the international competitiveness of Australian defence industry. The AIC program is being implemented across all Defence procurements; not only for the acquisition and sustainment of capability purchased by the DMO for Defence.
AIC Plans
The AIC program aims to maximise Australian industry participation in Defence procurement, on a best value for money basis. For all Defence procurement of $50 million or above, or projects with a defence mandated industry requirement, tenderers must submit an AIC Plan as part of the tender. Defence procurement below the $50 million threshold are still required to maximise opportunities for Australian companies. In the AIC Plan, the tenderer is required to provide detailed strategies for involving Australian industry. Tenderers will need to demonstrate how they intend to maximise opportunities for Australian companies, including checking on their capabilities and assessing competitiveness. Each AIC Plan will be assessed and form part of the overall tender evaluation. Contracted AIC Plans will be monitored and evaluated.

Rose Major ©RapidTVNews With the federal opposition and some media groups continuing their attacks on Australia’s publicly-funded national broadband network build, the government has welcomed a new cross-industry report supporting the network. The Australia Industry (AI) Group’s Innovation: New Thinking New Directions report, prepared by the group’s Innovation Review Steering Group is wholly supportive of the network. “The Review participants recognised that irrespective of the detail of broadband deployment and the particular technologies used, the prospect of ubiquitous connectivity, across both businesses and households, represents a real opportunity to achieve a step-change in Australian innovation,” the report says. “Ubiquitous open-access connectivity will provide real benefits in the short and medium term, as supply chain interactions are optimised and new business-to-business and consumer markets become accessible. In the longer term, ubiquitous connectivity makes radical business model innovation possible for Australian businesses, through the creation of services and delivery models that do not yet exist.” The AI Group’s support lends weight to the government’s assertion that a cost-benefit analysis of the network’s build is well-nigh impossible, as the network may well have future uses not yet even thought of, and therefore impossible to measure. The opposition communications spokesman, Malcolm Turnbull, will introduce a private members bill into Parliament this week to try to force a cost-benefit analysis.
