Carl Ganter / Circle of Blue On the ground with activists from around the world at one of the biggest demonstrations during the United Nations climate talks in Copenhagen last month. Grassroots organizers and underrepresented groups banded together to give voice to the water consequences of climate change. By Aubrey Ann Parker
    Circle of Blue The same oversight, however, was not repeated by public interest organizations and water advocates who also were in Copenhagen, especially indigenous representatives from underdeveloped countries that are most vulnerable to climate change and the diminishing access to fresh water. Numerous groups, such as the Khapi community in Bolivia and the Tagalog in the Philippines, banded together in Copenhagen to explain at a number of meetings and public events how climate change is already threatening their access to food and water, as well as the sustainability of their thousands years old cultures. Some of the strongest voices were heard during the World Water Movements and COP15: Proposals and Strategies for Water and Climate Justice panel.

Argentina: battle over gas pipeline in the long struggle of the Kolla peoples The Kolla indigenous people, that live in the northern Argentinian Provinces of Jujuy and Salta, have been defending the "yungas" -one of the last remaining mountain forests in Argentina- against a pipeline project that would transport natural gas from eastern Salta to the northern Chilean copper mines. In April 1998 ENARGAS the Argentinian regulatory entity- approved the project presented by Consorcio Norandino SA, according to which the pipeline would cross Finca San Andrs, inhabited by 350 Kolla families, who oppose it. Last June a Federal judge ordered the suspension of the pipeline construction, considering that the project lacked an adequate environmental impact assessment, as well as of any social and cultural impact evaluation, ignoring the existence of the Kollas in the area. During the opening of the XI Global Biodiversity Forum in Buenos Aires (November 1998), the Secretary for the Environment and Natural Resources Mara Julia Alsogaray stated that during the present administration the protected area of the yungas had been increased to 300,000 hectares. Her declarations are in total contradiction with what is actually happening on the ground. The battle over the San Andrs pipeline seems to have been lost. However, the struggle continues. "The Government has everything on his side: judges, politicians, mass media. But they have forgotten that we have fought for 500 years to recover our lands and natural resources. For the non pollution of the water, the air, the soil. For our cultural values and cosmovision. In sum, for our existence as human beings in harmony with the surrounding nature" stated Festo Chausque, one of the Kolla leaders.

INTRODUCTION For Indigenous Peoples, their relationship with the rivers, streams, waterfalls, lakes, oceans, hot and cold springs, groundwater, rain and snow, coastal seas and sea ice which they have traditionally used and protected since time immemorial provides the basis for their traditional subsistence economies (farming, hunting, gathering, herding and fishing), physical health, sanitation and collective material survival. But this relationship is also a fundamental requirement and prerequisite for their spiritual relationship with the natural world which is, in turn, the basis of their cultural identity, ceremonial practices and sacred responsibility to the survival of their future generations.
