      Azerbaijan Government Unveils National Strategy to Combat Corruption
      USAID, the Anti-Corruption Commission of the Republic of Azerbaijan, the US Embassy, the US Department of Justice, the Organization for Security and Cooperation in Europe, the Council of Europe, and the NGO Anti-Corruption Network launched a two-day joint International Conference on the National Strategy of the Republic of Azerbaijan for Increasing Transparency and Combating Corruption in Baku in April 2007. Scott Taylor, USAID Country Coordinator for Azerbaijan and Kevin Feldis, US Embassy Legal Advisor give an interview to the local TV channels and news agencies and share their impression on the status of the conference At the conference, the US Government and its European counterparts for the first time presented a strong, unified voice to the GOAJ regarding its recently drafted approach to combating corruption. The recommendations from the international experts overwhelming addressed the need for re-designing their action plan and modifying the national strategy. In support of this, both the US Government and the Council of Europe offered continued assistance.

    Apr 5, 2005 Illegal Travel Ban Thwarted When Becket Fund Attorney Presents Imam Ilgar Allahverdiev's Speech Before Human Rights Commission The government of Azerbaijan was able to stop Imam Ilgar Allahverdiev from traveling to Geneva to speak at the United Nations Commission on Human Rights, but it could not stop his message of religious freedom. On April 2, Imam Allahverdiev was not allowed to board his Turkish Airlines flight from Baku, the capital of Azerbaijan, to Geneva, Switzerland. Despite repeated requests, the border police gave no reason for not allowing Imam Allahverdiev to travel. In Imam Allahverdiev's stead, Emilie Kao, Director of International Advocacy at The Becket Fund for Religious Liberty, delivered the speech focused principally on religious liberty More specifically, Imam Allahverdiev's speech described the repeated abuse suffered by the Juma Mosque he leads, including closure of the Mosque, imprisonment, and torture of Mosque members. He stated that the Mosque perseveres because it yearns for religious freedom: "If a person cannot choose to believe what he or she wants, how can that person be called truly free, even if he or she can talk about many other things? Freedom of religious belief - and the ability to manifest those beliefs in public - allows us to be honest and truthful with one another, to be truly human with one another."

      Source: IWPR via WUNRN The government in Nagorny Karabakh is giving incentives to encourage couples to get married and have children. After three years of living together, a young Karabakh couple - who prefer not to be named - are thinking about legalising their union. “We’ve decided to register our relationship in order to receive cash assistance from the government,” said the husband-to-be. From January 1 this year, the government of the unrecognised republic of Nagorny Karabakh has handed out a one-off allowance worth 300,000 drams (around 1,000 US dollars) to newlywed couples. The hope in Karabakh is that the benefit will encourage marriage and boost the population of the territory. In 2008, the republic’s budget is providing 450 million drams (1.5 million dollars) to support about 1,500 new families. This followed a pre-election pledge by Bako Saakian in last summer’s presidential contest to help young families with a variety of economic measures. The new allowance has already prompted many couples to tie the knot. In the first three months of this year, Stepanakert’s registry offices recorded 714 marriages – a record high number compared to the same period in previous years.
