    ... Baggage Rule Welcome to National Board of Revenue, Bangladesh The National Board of Revenue (NBR) is the central authority for tax administration in Bangladesh. Administratively, it is under the Internal Resources Division (IRD) of the Ministry of Finance (MoF). MoF has 3 Divisions, namely, the Finance Division the Internal Resources Division (IRD) and the Economic Relations Division (ERD). Each division is headed by a Secretary to the Government. Secretary, IRD is the ex-officeo Chairman of NBR. NBR is responsible for formulation and continuous re-appraisal of tax-policies and tax-laws in Bangladesh. Negotiating tax treaties with foreign governments and participating in inter-ministerial deliberations on economic issues having a bearing on fiscal policies and tax administration are also NBR's responsibilities. The main responsibility of NBR is to mobilize domestic resources through collection of import duties and taxes, VAT and income tax for the government. Side by side with collection of taxes, facilitation of international trade through quick clearance of import and export cargoes has also emerged as a key role of NBR. Other responsibilities include administration of matters related to taxes, duties and other revenue related fees/charges and prevention of smuggling. Under the overall control of IRD, NBR administers the excise, VAT, customs and income-tax services consisting of 3434 officers of various grades and 10195 supporting staff positions.

    E-mail: abdul_momen@hotmail.com Dear Friends: The names of many victims have been published in a book along with dozens of photographs but the Bangladesh government banned its distribution outside. No one can carry these reports abroad. A few persons that tried to take them out of the country have been arrested at the airport and are now being charged with sedition. I am attaching only four photographs herewith for your quick glance. Every day, on average 10/12 people are being murdered in Bangladesh- it exceeded that of occupied Palestine where daily death rate (both groups) is 3 for the last 18 months. But unfortunately, as the international news media is not covering the 'crime against humanity' in Bangladesh, the newly elected pro-fundamentalist government of Begum Khaleda Zia let loose a reign of terror, looting and murders. There is still no end in sight!!! Price for a respectable College President for being outspoken and be a minority. He was murdered reportedly by the members of the newly elected ruling party activists. Within the last three weeks, a number of young girls have been gang raped that includes Fahima (10), Mahima (15), Selina (14), Sabrina (15), and Bilkis (28). Except Bilkis, a housewife, the rest of them committed suicide to save their families from dishonor. Most pathetic is that, after the gang rape of Mahima by three of the ruling party activists namely Sumon, Nasir and Halim [Halim is a teacher of a Madrassa], they circulated the photographs of the 'rape' and the rape victim within the locality giving the names and address to defame the honor of her parents and family as they belong to the secularist 'opposition' party, the Awami League. She committed suicide. What a mentality!!!

    22 July 2009, Dhaka, Bangladesh The GSMA, which represents the interests of the worldwide mobile communications industry, urges the Bangladeshi Government to eliminate the SIM card tax. The growth of the mobile industry in Bangladesh has come to a halt due to increases in taxes across the board on mobile services. The SIM card tax of Tk. 800 (US$11.6) per connection of each new subscriber is the single largest obstacle to the acquisition of new subscribers, constituting a major barrier to growth and blocking new investments in updated mobile networks that provide broadband via mobile infrastructure.
    Increased mobile penetration in Bangladesh in recent years has given access to not only voice communication but data access to the internet to rural areas, which were beyond reach otherwise. Today, mobile connections in the country are 46.7 million - 32% penetration but despite this significant growth, Bangladesh remains below its neighboring countries in terms of mobile and internet penetration. Moreover, mobile adoption growth rates have been consistently falling in the last three quarters and now stand below 3% per quarter, which can be directly attributable to this damaging taxation.
