    Subdivisions: Eleven parishes and the city of Bridgetown. Political parties: Barbados Labor Party (BLP, incumbent), Democratic Labor Party (DLP), National Democratic Party (NDP). Suffrage: Universal at 18. Barbados Government: The three political partiesthe Barbados Labor Party (BLP), the Democratic Labor Party (DLP), and the semi-defunct National Democratic Party (NDP)are all moderate and have no major ideological differences; electoral contests and political disputes often have personal overtones. The major political problems facing Barbados today are in promoting economic growth: creating jobs, encouraging agricultural diversification, attracting foreign investment, and promoting tourism. The ruling BLP was decisively returned to power in May 2003 elections, winning 23 seats in the Parliament with the DLP gaining seven seats. The Prime Minister, Owen Arthur, who also serves as Minister of Finance and Minister of Culture, has given a high priority to economic development and diversification. The main opposition party, the DLP, is led by Sen. Clyde Mascoll, who was elected President of the DLP in 2001, as part of a party reorganization.

    Government of Barbados Barbados has a representative Democratic Government. The island is divided into thirty constituencies. At a General Election, the representatives from each constituency are voted for by their constituents. The party winning the most seats in the House of Assembly will then become the leading party. If the leader of the winning party also wins his seat, he becomes the Prime Minister, if he loses his seat the party must elect another to take his place as Prime Minister. The Prime Minister then appoints his Government ministers. As of the last elections, held in January 2008, the Government of Barbados is run by the Democratic Labour Party (winning 20 seats in the election). The Barbados Labour Party won 10 seats.

Freeman The resignation of Tony Hoyos from the Board of Directors of the Barbados National Bank (BNB) should should concern Barbadians. Hoyos’ letter of resignation was posted on Peter Boyce’s Facebook Page earlier today. A full page statement was posted in the local press today by Republic Bank (BNB’s parent company) signalling it will be making an offer to buyout the remaining shareholders in BNB. An article also appeared in the Trinidad press yesterday. Currently Republic Bank Limited (RBL) owns 65.13% of BNB, the government of Barbados 28% and individuals 7% round out the ownership. Hoyos makes a few assertions in his letter of resignation which should make Barbadians take interest. When majority interest in BNB was sold to RBL in 2003 many Barbadians cried we were not given enough time to buy into the deal. Many years later Barbadians still become emotional at the thought of our national bank under Trinidadian ownership. The Late Prime Minister David Thompson echoed the feelings of Barbadians by making the hollow statement in 2008 that Barbados should look to to repurchase BNB from RBL. Barbadians have a chance to make their voices heard second time around. If RBL wants to buyout the remaining 35% shares in BNB they should be made to pay a premium. No doubt the RBL offer of $5.57 is influenced by the fact the government of Barbados is currently labouring under a serious cashflow-debt burden problem. It would be a shame if Barbadians allowed RBL to grab our family treasure at a steal, again. All Barbadians need to get involved in this discussion, the 28% shares owned by the government of Barbados means we the PEOPLE are owners of a significant stake of the BNB pie. By all means sell your minority interest but it must be at a premium.

    The Governmental System
    At independence in November 1966, Barbados formally adopted the Westminster parliamentary system of government, with a governor general representing the British monarch. Rights and privileges accorded to the governor in 1652 by Britain formed the basis for the Constitution of 1966, which provides for a bicameral parliamentary system headed by a prime minister and cabinet. Under the Constitution, Parliament consists of the British monarch, represented by the governor general, the Senate, and the House of Assembly. The governor general is appointed by the monarch and serves at the monarch's pleasure. Although the governor general must act in accordance with the advice of the cabinet or one of its ministers, the governor general has considerable influence and is responsible for appointing judges, commissioners, and senators and for voting in the Senate if there is a tie. The governor general presides at all meetings of the Privy Council for Barbados, an appointed body whose duties include the right to review punishments and grant pardons. Executive authority in Barbados rests with the governor general, the prime minister, and a cabinet of at least five ministers. The prime minister is by far the most powerful figure in the executive and within the cabinet. The prime minister chooses the cabinet ministers and may dismiss them at will. The cabinet, which is responsible to Parliament, is the principal instrument of policy and is charged with direction and control of the government, but the personality, style, and popularity of the prime minister largely determine the direction of government.
