George Alleyne BRIDGETOWN, Dec 15 (IPS) - Propelled by an alarming growth in the incidence of HIV and AIDS, the Barbados government has decided to make free to all infected persons, anti-retroviral drugs that check the spread of the disease within the body. This move means that the HIV/AIDS budget will increase significantly, from its current 600,000 dollars to over 12 million dollars annually. Officials are unable to say exactly when the programme will begin, but it is expected to provide some financial relief for those infected with HIV (the Human Immunodeficiency Virus) that causes AIDS (Acquired Immune Deficiency Syndrome). HIV patients spend 800 dollars a month on AIDS medication. Currently such drugs are available without cost only to pregnant women. Prime Minister Owen Arthur, who made the announcement recently, spoke of an ambitious drive to cut by half the number of deaths attributed to AIDS, within one year. According to Dr Roland Knight of the environmental health department of the health ministry, in Barbados there is a short survival rate of 10 to 12 months for persons who have moved from the stage of HIV infection to full blown AIDS.

Thompson is the third sitting Prime Minister of Barbados to die in office following the deaths of Tom Adams in 1985 and Errol Barrow in 1987. He is also the 7th head of government of a CARICOM country to die in office since CARICOM was founded in 1973.

WELCOME TO THE COASTAL ZONE MANAGEMENT UNIT FROM THE DIRECTOR'S DESK The most intriguing location of any small island is its coastal zone. This transitional strip of land contains some of the most productive and valuable habitats of the biosphere. It has multiple resources, resource users, varying levels of development and in essence is fundamental to the very existence of a small island. Barbados is no exception in this regard, especially with its highly varied coastline of unique geological formation. Barbados considers the implementation of integrated coastal zone management (ICZM) as the best way forward for the maintained effective management of the coastline and for the last twenty-five (25) years, the government of Barbados has systematically and incrementally developed its capacity to implement ICZM. We conduct financial audits of the government's financial statements (public accounts). In doing so, the Office assists Parliament in holding the government and its administrators accountable for the administration's stewardship of public funds. His Excellency, Sir Clifford Straughn Husbands, GCMG, KA, was born on the 5th August, 1926 at Morgan Lewis Plantation, in the parish of St. Andrew. He received his primary education at Selah Boy's Elementary School in St. Lucy between 1931 and 1936, and secondary education at the Parry School and Harrison College between 1936 and 1946. On leaving Harrison College, Sir Clifford taught at the Parry School for three years before proceeding to London where he entered the Middle Temple to pursue studies in Law. He qualified as a Barrister and was called to Bar in 1952. On his return to Barbados, Sir Clifford was admitted to practise law at the local Bar. He then entered private practice in the Chambers of Mr. W. W. Reece between 1952 and 1954. In 1954, he acted as Deputy Registrar. Between 1954 and 1960, Sir Clifford held various legal appointments in Grenada, Antigua, Montserrat, St. Kitts-Nevis and Anguilla. Sir Clifford returned to Barbados in 1960 and assumed duties as Assistant to the Attorney-General and Legal Draftsman. He was appointed as Director of Public Prosecutions in 1967 and elevated to the dignity of Queen's Counsel in 1968.
