The National Assembly has 57 elected and 4 specially elected members; it is expanded following each census (every 10 years; the most recent was conducted in 2001). The next census will be held in 2011. There are three main parties and a number of smaller parties. In national elections held October 16, 2009, the Botswana Democratic Party (BDP) won 45 of 57 contested National Assembly seats, the Botswana National Front (BNF) won 6 seats, and the Botswana Congress Party (BCP)/Botswana Alliance Movement pact won 5 seats. For the first time in the history of the country, an independent candidate won a seat in parliament during this election. Individuals elected by the National Assembly hold an additional 4 seats; the ruling BDP currently holds all 4. The ruling BDP took all but one of the five constituencies in the city of Gaborone from the opposition. BDP now controls the city council.

    Botswana Government
Botswana President The president of Botswana is both head of state and government. The current president of Botswana is Ian Khama Seretse Khama. He took over the presidency on 1st April 2008 when Festus Mogae stepped down. As the second child and first son of Sir seretse Khama, the first president of Botswana, Ian Khama became the paramount chief of the Bamangwato tribe. Ian Khama was born in Chertsey, Surrey in England during the period his father was in exile as a result of his marriage to Ruth Khama, a Briton, which the apartheid South African government opposed. A qualified pilot, Ian Khama served in the Botswana army from 1977 until he retired in 1998 and went into politics. He was made Vice President to Festus Mogae after he overwhelmingly won a by-election in Serowe in July 1998. When Festus Mogae took over the presidency from Sir Quett Masire in April 1994, Ian Khama could not be made Vice President as he did not hold a seat in the National Assembly. Central and Local government The central government made of Ministries has executive powers within the Botswana's governance structure. It is the principal authority in developing and driving Botswana's socio-economic and cultural policies and programmes.

The Open Budget Index 2010 has placed Botswana at 51 per cent down from 61. Botswana : Government
Botswana has a flourishing multiparty constitutional democracy. Each of the elections since freedom has been freely and fairly contested and has been held on schedule. The nation's small white minority and other minorities participate freely in the political process. There are two main rival parties and a number of smaller parties. In national elections in 1999, the Botswana Democratic Party (BDP) won 33 of 40 contested National Assembly seats, the Botswana National Front (BNF) won 6, and the Botswana Congress Party (BCP) won 1 seat. An additional 4 seats are held by individuals appointed by the President; all 4 are currently held by the ruling BDP. The opposition out-polled the ruling BDP in most urban areas. The openness of the nation's political system has been a remarkable factor in Botswana's stability and economic growth. General elections are held at least every 5 years. The president has administrator power and is chosen by the National Assembly following nationwide legislative elections. The cabinet is selected by the president from the National Assembly; it consists of a vice president and a flexible number of ministers and assistant ministers, currently 13 and 4, respectively. The National Assembly has 40 elected and 4 appointed members; it is expanded following each census. The roots of Botswana's democracy lie in Setswana traditions, exemplified by the Kgotla, or village council, in which the powers of orthodox leaders are limited by custom and law. Botswana's High Court has general civil and criminal jurisdiction. Judges are appointed by the president and may be removed only for cause and after a hearing. The constitution has a code of fundamental human rights enforced by the courts, and Botswana has a good human rights record.
