    OMB:
    The Federal budget process starts with the Executive Office of Management and Budget ( OMB ), who must prepare the budget for the President before he submits it to Congress. The OMB manages the budget throughout the year.
    The President:
    The President submits his proposed budget to Congress by the first Monday in February each year. He sets the strategy and policies for each fiscal year . He is assisted by the Council of Economic Advisors , who also submit the "Economic Report of the President." This report gives their analysis of the upcoming economic trends.
    CBO:
    The Congressional Budget Office ( CBO ) provides information to the Congress to facilitate its review of the budget. This includes a detailed review of the President's budget for Congress.

    Saturday April 11, 2009 Wanting to know exactly where our tax dollars are going is not an unreasonable question to ask. Especially as I'm sitting here getting ready to write a check to the IRS. Fortunately for us, there's some pretty nifty displays of our tax dollars at work. The first link examines where the Average Man's Tax Dollars might go, a blog post brought to my attention by Jeremy Vohwinkle, About.com's Guide to Financial Planning A much more detailed look at the federal budget on display in the Death and Taxes poster developed every year by graphic designer Jess Bachman . I have one of these posters hanging in my office, reminding me just how massive our federal budget is.

    Balancing Michigan's Budget
    Tuesday September 29, 2009 zSB(3,3) Michigan’s annual budget negotiations are apparently a reality of fall in the state. When the budget talks run up against the budget deadline set by the state’s constitution, however, the final decisions regarding cuts and taxes are often short sighted just look at the Michigan Service Tax debacle of 2007
    The main obstacle between Democrats and Republicans regarding the budget is whether or not to increase taxes; Democrats want to balance cuts with additional taxes, while Republicans want only cuts (no matter how massive). That being said, word on the street is that an agreement has been reached by The House and Senate bi-partisan conference committee, but which of the many budget cuts and revenue-generating ideas made it into the agreement? Here are just a few of the budget-balancing ideas floated over the last few weeks:
    • Decrease the Film Tax Incentives from 42% to 37%
    • Introduce a graduated income tax
    • Extend the state’s sales tax
    • Impose a provider tax (1.5 to 3%) on physicians

    CBO: Current Budget Deficit Equals 2001 Tax Cuts
    Thursday August 10, 2006 zSB(3,3) The non-partisan Congressional Budget Office has revised projected deficit figures for fiscal 2006 to $260 billion. According to the Center for Budget and Policy Priorities: Based on Joint Committee on Taxation estimates, the tax cuts enacted since January 2001 are costing a total of $258 billion in 2006 (including the increased interest costs of the debt that result from the borrowing that is required to cover the lost revenues). This means that even with the spending for the wars in Iraq and Afghanistan and the response to Hurricane Katrina, the federal budget would essentially be in balance this year if the tax cuts had not been enacted, or if they had been offset by either increases in other taxes or cuts in programs, as would have been required under the Pay-As-You-Go rules that tax-cut proponents first ignored and then allowed to expire. So there you go ... gives quite a bit of credence to this

    US Budget History description
    The "US Budget History" application displays a history of the US federal budget from 1940 through 2009. Included for each year is the Gross Domestic Product (GDP), tax receipts, outlays, and surplus/deficit. The data is presented in both dollar amounts and as a percentage of GDP. Additionally, for each year, drill-down data is available that outlines the spending allocation for that year. For each spending category (Medicare, Health, Defense, etc.), the percentage of the budget allocated to that category is displayed. Source of the data is the US Office of the President. New data will be added as it becomes available. Updates will always be free. We hope that this application will help enable a better understanding of the US federal budget in a historical context.
