In Rome, Bloggers Protest New Law
Over 200 Italian bloggers and activists gathered in Rome last Friday wearing gags to protest a defamation law being proposed by Italy's Minister of Justice. The law being proposed would fine any blogger up to $18,000 unwilling to censor their posts against what the government deems defamatory. The Global Post reports that the Alfano proposal, named after Angelino Alfano, the Italian Minister of Justice, "updates a 1948 law that was passed to regulate newspapers created after World War II. The law required newspapers to either correct published information that citizens denounced as defamatory or be subject to a fine. The Alfano proposal extends the rule to so-called “Information Sites.” Bloggers are refering to the law as a "geriatric" mandate that is being issued by a government that is used to having a 30 year long "tight grip on media." The prime minister oversees Italian public television, owns the three largest commercial TV channels, the publishing house, and a leading advertising agency. Writer Economics What is the budget? Budget actually is a complete record of the planned expenses as well as the recourses/revenues, available or to be generated. The budget can also be described as an effective plan of action saving the money and meeting the needs of the indispensable items/services. A budget offers a required amount of money for arranging all the goods and services, necessary for the country, organization, office or home. Budget has been a conspicuous part of microeconomics highlighting the trade-offs between two or more goods. As the budget revolves around the dispensation of money, it is termed as money as well. It is the budget which, dwelling on the need of money for goods and services, offers a required amount of money. The budget aims at meeting all the expenditures needed to be done in expanding business set up and providing services and goods to the people. The budget predicts how much will be needed to be spent in meeting the needs of such and such goods and such and such services. A budget covers all the goods and services considering only the essential ones and excluding those that are inferior and dispensable items. It is the budget which the government of every country allocates for different projects, plans, services and goods. If the money, available in the treasury, seems insufficient, the state government levies extra taxes and enhances the existing ones to arrange additional money for the annual budget for health, defense, and many developmental projects.

California Has a Budget
Friday October 15, 2010 zSB(3,3) It was only 100 days late, but California finally has a budget that made it through the Legislature and was signed by Gov. Arnold Schwarzenegger on Friday, October 8. At $86.6 billion, it supposedly accounts for a $19 billion shortage. The holdup was due to wrangling between Democrats and Republicans in the Legislature and Schwarzenegger's refusal to sign anything that didn't meet his requirements. He had one last go at it before signing by using his line-item veto power to trim another $1 billion from a variety of programs and services. It's an imperfect compromise at best said legislators who worked it out. There is a heavy reliance on one-time fixes and incoming revenue that may not be a much as anticipated. Even so, Schwarzenegger said the spending plan meets all of his criteria. However, if some of the assumptions fail to materialize, the Legislative Analyst's Office said deficits will occur next year despite the recent budget compromise. It's looks quite possible that either Jerry Brown or Meg Whitman will be picking up the pieces where Schwarzenegger left off.

IT Tool Saves American Taxpayers Millions
The $200 million savings comes from halting 45 inefficient government IT projects which are either behind schedule or over budget. US Federal CIO Vivek Kundra is off to a running start with the Federal IT Dashboard, a tool used to track how taxpayer dollars are being spent on technology.
The IT Dashboard was first announced by Kundra at the 2009 Personal Democracy Forum and is part of a greater effort to track IT spending and promote better performance and greater transparency through the website www.usaspending.gov . According to the new IT Dashboard blog , "The IT Dashboard provides the public with an online window into the details of Federal information technology investments and provides users with the ability to track the progress of investments over time."
By reaching out to the American brain trust to "share best practices", Kundra found success in what could easily have become a textbook case of federal agency reporting. Today, Kundra attributed $200 million in saving to the IT Dashboard, which "helped shed light on the performance of projects across the federal government." The
