    Out-of-State Trained Applicants with National Board for Professional Teaching Standards Certification
    Teachers who are certified by the National Board for Professional Teaching Standards will be issued a Clear teaching credential in the subject area in which they have received national certification. Individuals meeting this option are exempt from the basic skills requirements and all other credential requirements.
    Individuals may apply directly to the Commission on Teacher Credentialing for a Clear teaching credential by submitting an application form and current application fee with documentation of all of the following: 1. Copy of National Board Certification
    2. Character and Identification Clearance form (41-CIC), if not already on file with the Commission
    3. Copy of Livescan Service form (41-LS) receipt or two fingerprint cards (FD-258), if not already on file with the Commission.

- Elliot Washor, the Met School and Big Picture Company Since 1954, California has been pursuing alternative routes into the teaching profession to attain three basic goals – help districts meet their needs; provide an avenue for those who are better suited for non-traditional routes into teaching; and offer an alternative to a student teaching based program. But it wasn’t until the 1960s, when a need arose to recruit and train teachers for hard-to-staff schools, that alternative preparation programs began in earnest with the National Teacher Corps and Trainer of Teacher Trainers. By the 1980s, teacher supply had once again diminished. At the same time, public schools were being heavily criticized for having sub-par teachers. Alternative teacher certification was seen as the answer; a realistic way to bring more qualified and minority candidates into the teaching profession. Thus, California created the Teacher Trainee Certificate Program, an alternative certification program for single-subject teacher candidates. This was established as part of Senate Bill 813, the Hughes-Hart Education Reform Act of 1983. The Los Angeles Unified School District began their program the following year. In 1987, the name was changed to District Intern Program and was expanded to include the preparation of elementary and bilingual teachers.

INTRODUCTION AND OVERVIEW In 2010, 48 states and the District of Columbia report they have at least some type of alternate route to teacher certification, with only Alaska and Oregon now saying their states do not have alternative routes to teacher certification. All toll 136 State-defined alternate routes to teacher certification now exist in the states and the District of Columbia. In addition, states report that nearly 600 alternate route programs are implementing the alternative routes to teacher certification they have established. Based on data submitted by the states to the National Center for Education Information (NCEI), we estimate that 59,000 individuals were issued certificates to teach through alternative routes in 2008-09. This is a drop of 3,000 from the year earlier, which is not surprising in light of the recession impact on teacher hiring during this time. As shown in the figure below, the numbers of teachers obtaining certification through alternative routes have increased substantially in the last decade. Nationally, approximately one-third of new teachers being hired are coming through alternative routes to teacher certification. Since the mid-1980s, approximately 500,000 teachers have entered the profession through alternative routes. One-third of current state alternative routes to teacher certification have been created since 2000. More than half of them have been established in the last 15 years.

For prospective teachers who are attending an accredited college or university with an approved teacher preparation school, the credentialing process will take place through that particular school. Having said that, however, there are basic standards that all teachers must meet before obtaining a Preliminary Credential in the state of California.     Basic Steps for California Teacher Certification:
    You must have a bachelor's degree, complete an approved teacher preparation program, pass the California Basic Educational Skills Test, complete a reading instruction program, pass a test on the US Constitution, pass a subject matter test, and complete a computer technology course. You will then be issued a Preliminary Teaching Credential that is valid for five years.
    Information for Teachers Certified Elsewhere:
    If you are certified in another state and move to the state of California, your path to certification will depend upon your previous experience. If you are nationally certified, you will be given a Professional Clear Credential. Otherwise, depending on your years of experience you will be given a preliminary credential as long as you have completed the necessary education and have received a satisfactory or better on yearly evaluations.

    To receive a Professional Clear Credential, a teacher must complete an approved Professional Teacher Induction Program or receive National Board Certification for their subject matter.
