Teachers’ salary across the nation is affected as well. For our school, they want us to eliminate 2 classrooms by combining the 1 st grade to two classes and the 2 nd grade to one class. Here are all the details: Before the budget cut, SSI had: 3 classrooms for the first grade with 46 to 47 students per class 2 classrooms for the second grade with 45 to 46 students per class 1 classroom for the third grade with 61 students 1 classroom for the fourth grade with 44 students 1 classroom for the fifth grade with 40 students 1 classroom for the sixth grade with 48 students After the budget cut, SSI now has: 2 classrooms for the first grade with 70 students per class 1 classroom for the second grade with 91 students The rest, which is from the third to sixth grade, remains unchanged

Cambodia Table of Contents The Vietnamese set out to tighten their grip on the country by occupying and colonizing it. Meanwhile, the deposed Khmer Rouge regime regrouped in remote enclaves near the Thai border to give armed resistance to Vietnamese forces and the puppet government in Phnom Penh, the nation's capital. At the end of the 1970s, Cambodia was divided politically and territorially under two regimes, each claiming to be the sole legitimate government of the nation. Since then, the competing regimes have been locked in an armed struggle in Cambodia, as one side contested the Vietnamese presence and the other acquiesced more or less grudgingly to its role as Hanoi's surrogate. In 1987 uncertain prospects for peace continued to vex Cambodian nationalists. Differencesamong warring Cambodian factions and their respective foreign sponsors over the projected terms of a possible settlementwere likely to remain unresolved in the foreseeable future. Meanwhile, the Cambodian people continued to suffer from the war between anti-Vietnamese guerrillas on the one side and the Vietnamese and the Heng Samrin forces on the other side. The Cambodian search for reconciliation among contending parties can be understood only when the perspectives of foreign powers are taken into account. The other regime competing for legitimacy in the 1980s was an unlikely partnership of feuding communist and noncommunist factions, the Coalition Government of Democratic Kampuchea (CGDK). The coalition government, with Sihanouk serving on and off as president, was formed in 1982 under the sponsorship of China and the ASEAN states. The coalition comprised the Khmer Rouge and two noncommunist groups led by Sihanouk and Son Sann. Son Sann, a former prime minister under Sihanouk, was known for his dislike of Sihanouk and of the Khmer Rouge.

Cambodian Government Says No to Khmer Rouge Movie By Antonio Graceffo The Red Sense: A new film by Australian Khmer director, Tim Pek, deals with the subjects of forgiveness and revenge, in the wake of the Khmer Rouge atrocities. A Khmer girl, living in Australia , finds out that her father’s killer, posing as a refugee, was also resettled in Australia . She must decide if she should kill him or forgive him. The film is extremely significant and timely, particularly in the face of the current Khmer Rouge trials. After paying his fees and filling the necessary paper work, Tim has waited months for the Phnom Penh release of his film. So far, it looks as if the government simply doesn’t want the film to air. In the days when the country was lead by Prince Sihanouk, Khmer cinema was on par with cinema in other countries. Today, Khmer cinema is in a state of steady decline. Tim Pek had hoped that “The Red Sense” would shake things up. His movie, filmed mostly in Khmer, would be a palatable way of introducing the Cambodian population, as well as the film making community, to a whole new style of movies. Perhaps “The Red Sense” could have been the catalyst to kick off a new era of Khmer cinema. The export potential of the current crop of Khmer films is zero. The domestic population loves to watch movies, but foreign movies and DVDs are leading in popularity, with Khmer movies falling behind.

Posted by theonlinecitizen on May 13, 2010 11 Comments The Royal Embassy of Cambodia (London) sent this response to TOC, with regards to the allegations made by Global Witness The Royal Government of Cambodia has reacted angrily to malicious and misleading claims by an international trouble maker that sand-dredging operations in Cambodia are causing widespread environmental damage. A cheap and rubbish report from Global Witness claims that Cambodia is exporting vast amounts of sand to Singapore to help the city-state dramatically increase its landmass; and that the dredging is posing a huge risk to Cambodia’s coastline, threatening fish stocks, local livelihoods and endangered species. The claims has been also strongly denied and rejected by the Government of Singapore. But Cambodian Government spokesman Khieu Kanharith said the Prime Minister of Cambodia, Samdech Hun Sen, had announced a blanket ban on sand exports last year. “There is also a ban on sand-dredging near islands and eco-tourism areas, deep water regions and in zones with large numbers of fish stock.” A small amount of dredging was permitted to serve local demand and allow the passage of ships through over-silted areas, he said.

I know many of our readers may not be familiar with the term Secretary of State which has a different connotation in the U.S. As I understand it, you are the Cambodian Deputy Minister of Commerce? Is that correct and could you describe exactly what role the Secretary of State position plays in the Ministry of Commerce? RK
b) There are twelve departments in MoC. I oversee the Domestic Trade, Export Promotion, Trademarks, ASEAN and WTO departments. In addition, five provincial bureaus (Kandal, Kratie, Stung Treng, Oddar Meanchey and Takeo) are under my supervision. Insight: RK: There are four additional factors that an investor looks at when there are macro-economic stability and growth potential, infrastructure, rule of law, environment and security. In Cambodia, these are being put into place at a rather fast pace compared to many countries in the region. My perception is that violent crime is more a negative image that foreign countries have of Cambodia because of its tragic past rather than a fact. However, the RCG is aware of that and has started to tackle with real issues such as the elimination of sixty thousand weapons and its ammunitions around the country (which started on May 5, 1999). More stringent regulation of weapons is being implemented, thus bringing down the crime rate around the country.
