Abbott-Hoduski, Bernadine E. "Democracy in America is Best Served by a Multiformat Federal Depository Library Program." Journal of Government Information 23, No. 3 (1996): 241-252. If democracy is dependent upon the government providing equitable, free, and easy access to its information resources, then the Federal Depository Library Program must be considered an integral component of the government's dissemination machine. Since 1895, the FDLP has had depository libraries act as its conduit for providing access to information from all three branches of the government to the public, and as educators of the populace. The basic principles of the FDLP are as follows: 1.) libraries have volunteered to become depositories and to provide the public with free access to government information, 2.) they can select the information they want in a particular format, 3.) federal agencies decide which format to offer their publications in, with input from libraries, staff, and primary clientele, 4.) regional depositories are committed to the provision of long-term access and archiving of selected materials, 5.) Congress oversees and funds the program. Problems that libraries must face: 4.) Data quality and authenticity of government information on CD-ROMs and online.

Federal-provincial relations in Canadian immigration
Article Abstract: This paper is a survey from Confederation to the present day of the legislative and working relationships between the various provinces and the federal government in the field of immigration - one of the rare areas of government in which concurrent responsibility is enshrined in the constitution. The paper argues that relations have passed through several periods from the early post-Confederation period, during which there was much cooperation marked by several multilateral federal-provincial immigration agreements, through long periods of little cooperation to the present day, which is one of complex interrelationships marked by a series of bilateral federal-provincial agreements and working relationships with the provinces and the territories. Introduction
Robert Hewison once remarked that the turn of a century raises expectations, but that the end of a millennium promises apocalypse as well as revelation. (1) It seems appropriate six months not only from the end of the decade and the century, but the millennium, that we look both backward to the past and forward to the future. Two years into the new millennium, Canada's Depository Services Program (DSP) will celebrate its 75th anniversary. Three quarters of century of service and existence is no small feat. The life cycles of government programs are generally measured in days and years rather than decades and centuries.

Florida Department of Law Enforcement Expands Deployment of SPYRUS PKI System to Meet Growing Requirement for Information Sharing and Authentication
FDLE Upgrades License of SPYRUS PKI to 80,000 Seats; Triples Size of Deployment
SAN JOSE, CA and TALLAHASSEE, FL January 31, 2007 (BUSINESS WIRE) SPYRUS, Inc., an innovator in security products and solutions, today announced that the Florida Department of Law Enforcement (FDLE) has expanded its use of the SPYRUS Public Key Infrastructure (PKI) solution and has tripled its number of certificate licenses. The system enables authentication of law enforcement personnel accessing sensitive databases.
Under the terms of the agreement, FDLE will expand the number of licenses from 26,000 digital certificates issued to more than 80,000. FDLE originally installed the SPYRUS PKI System v5.0 solution in 2001 and grew the number of licenses from 10,000 to 26,000. With this new license agreement, FDLE increased the number of licenses, upgraded to the latest SPYRUS PKI version (v6.5) and added the LYNKS Series II Hardware Security Modules to provide security and authentication services for more than 300 law enforcement agencies across the state. The SPYRUS PKI is tailored for use with FDLE痴 network access control rules through SPYRUS patent pending programmable policy module technology, and simplified management.
