    Kim Campbell
    Written by: rkrook Brain Mulroney and the Tories had been in power for two terms, a total of 9 years. The Canadians had become tired of Brian Mulroney and his Progressive Conservative government, so when it was announced that he would resign most Canadians were happy to see him go. However his resignation did mean the end of the Progressive Conservatives power in Canada. Canadians unhappy with what the Progressive Conservatives had done chose to elect an other party. When Brain Mulroney resigned there was, in place of a federal election, a leadership convention. The Tories just had to elect a new leader who would then become the Prime Minister. This meant that Kim Campbell was not the choice of Canada but instead the choice of the Progressive Conservative party. So when it came time, 3 months later, for an election Canada not only went with a different leader but an entirely different party. The Liberal party was elected to power and leaving the Progressive Conservative party was left with only two seats. Canadians were not pleased with the Tories no matter who their leader was, this dissatisfaction caused the worst loss in Canadian history.

    "He was, after all the spiritualist and other jokes about his private life, our greatest prime minister. He tried to understand the country, he was capable of intellectual flexibility and change, and he attracted and held able colleagues. He was an intellectual who was sympathetic to ideasour first!" Patrick Brennan, assistant professor of history, University of Calgary Canada is on the verge of an election, and this will likely be the last opportunity Canadians have to vote nationally in the 20th century that was supposed to belong to them. The polls suggest that Jean Chrétien and his Liberals will be re-elected. History suggests it, too, because Canadian prime ministers last a long time, if they last at all. Since 1867, our leaders who served more than a few months have averaged eight years in office; four were in power for 15 years or more. From this perspective, Chrétien might even expect a third term. In February, 1997, we asked 25 scholars, all specialists in Canada's political history and many of them prime ministerial biographers or authors of major books, to rank Chrétien and all his 19 predecessors on a scale from to 10, from utter failure to greatness. The precise criteria to be employed were not stipulated; the historians could judge as they chose. We did say "that such factors as electoral success, national unity, success in achieving domestic or foreign policy goals, and leadership in cabinet, party, and country must be considered."

    Mr. Speaker, I rise to report to the House on the meeting of First Ministers yesterday at Meech Lake. I am honoured to inform the House that at about 10 p.m. last night the Premiers and I reached unanimous agreement in principle on a Constitutional package which will allow Quebec to rejoin the Canadian constitutional family. This agreement enhances the Confederation bargain and strengthens, I believe the federal nature of Canada. Although it remains to be formalized, it represents in the judgement of First Ministers, of all political stripes, from all areas of the country, an historic accomplishment. The Meech Lake Agreement springs from the Canadian tradition of honourable compromise, and is a tribute to the statesmanship and leadership of all First Ministers demonstrated yesterday at Meech Lake. Our task, simply put, was to settle a constitutional impasse which was incompletely resolved in 1981. Our task was to attempt to reconcile Quebec's distinct needs with the interests of all other provinces and the good of the country as a whole. Mr. Speaker, at this time I am pleased to table the statement of principles that constitute the Meech Lake Agreement.

    Prime Ministers of Canada There are about ten million sites on the net that could give you a list of all the Prime Ministers of Canada. However, the unique nature of the office merits a more comprehensive chart. Non-Canadians hear about how we had a female Prime Minister, and think how lovely and progressive Canada must be to allow for such a thing. Unfortunately, Kim Campbell, along with many other Prime Ministers, were never popularly elected, and simply assumed the office of Prime Minister following the resignation of a sitting PM. They were appointed by the governing party, and not elected by the people. In this chart, I use the term "interim" to designate Prime Ministers who were never elected to office by the Canadian people, and simply held their position by virtue of party appointment. Once they win an election, they cease to be interim, although sometimes that never happened. Blue signifies the "Conservative Party" (in whatever form the party was taking at the time) and red signifies the Liberal Party, obviously.
