By Anthony Gonzales One of the main arguments used by the antireligious bigots against the "Radical Right" (those people who hold to the values of our ancestors) is that our position is inconsistent because we "claim" to be pro-life and at the same time support the death penalty. This liberal mantra has also been adopted by liberals in the Church who have attempted to take the teeth out of the pro-life movement by saying that we as Catholics must support the "Seamless Garment" concept that all human life is sacred no matter what the circumstances. They them- selves claim that it is inconsistent to be pro-capital punishment if you claim to be pro-life. Finally, to make matters worse for conservative Catholics, giving more ammunition to the liberals, is the position Pope John Paul II and Mother Teresa have taken in regards to the death penalty. A LETTER TO GEORGE H. SMITH AT LIBERTY ON RIGHTS AND CAPITAL PUNISHMENT
by Russell Madden I found George Smith's article on the death penalty in your November, 1996, issue interesting and provocative. As with other work of his I have read, it raised some important issues. Unfortunately, I ultimately found it unsatisfying and unconvincing. While I would prefer a dynamic discussion to clarify points, I will utilize this forum to raise objections to his argument as I understand them. I apologize in advance for any misinterpretations of his ideas I have made. The crux of his argument against the legitimacy of capital punishment seems to be that the right to life is inalienable and thus "cannot be transferred, surrendered, or forfeited." By this, he apparently means that no conditions whatsoever can be put upon this right; that to specify any such conditions would be to render those inalienable rights subordinate to another standard and thus demote one's right to life to a secondary and unstable position in our view of justice. The problem with this viewpoint, however, is that it focuses almost exclusively on attempting to define the adjective "inalienable" and very little on the noun "rights." While he does state he does not have space to defend a theory of natural rights, I believe he errs in not offering a definition of "rights," at all. If he were to do so, I believe that at least some of this dilemma would be resolved.

Catholics Against Capital Punishment was founded in 1992 to promote greater awareness of Catholic Church teachings that characterize capital punishment as unnecessary, inappropriate and unacceptable in today's world. It does this in the following ways:
* By disseminating news of Catholic-oriented anti-death penalty efforts through its newsletter, CACP News Notes , and this website.
* By communicating the Church's teachings on the issue to federal and state lawmakers, especially those who are Catholic, urging them to resist proposed legislation imposing or extending the use of the death penalty, and to work for repeal of such laws currently on the books.
* By encouraging members of the Catholic hierarchy, clergy and religious groups to speak out more forcefully against capital punishment.

Based on the ubiquity of Starbucks, McDonald's, Gap and all the other U.S. chain outlets found hereabouts, Canada's American ties would seem plenty strong. But given last week's adoring welcome for British Prime Minister Tony Blair, whose brief visit to Ottawa included a ride along Queen Elizabeth Drive and an escort by Royal Canadian Mounted Police, you could hardly fail to note the many British influences on Canadian life. There's another major area in which Canadians and Britons are closely aligned: their staunch opposition to capital punishment.

The Death Penalty in Canada: Twenty Years of Abolition
Historical Background
Between 1892 and 1961, the penalty for all murders in Canada was death by hanging. In 1961, an act of Parliament divided murder into capital and non-capital categories. The first private bill calling for abolition of the death penalty was introduced in 1914. In 1954, rape was removed from capital offenses. In 1956, a parliamentary committee recommended exempting juvenile offenders from the death penalty, providing expert counsel at all stages of the proceedings and the institution of mandatory appeals in capital cases.
