    Proposed Deed Restriction Amendments
Last Updated on September 29, 2010 The Briarmeadow Board of Directors has been working over the past year to revise Briarmeadow’s Deed Restrictions, which were last amended in 1987. The revisions were made in response to numerous changes in the law, ongoing deed restriction violations, and Architectural Control Committee issues that have been the source of many complaints over the past few years (especially the 280 pound per square roofing material requirement, which finally has been revised). There was a Town Hall Meeting on June 24, at 7:00 p.m., at the Briarmeadow Clubhouse to present and answer questions about the proposed Deed Restriction Amendments.
The Briarmeadow Board of Directors will be working from now until October 12 to gather the signatures of a majority of the homeowners in order to be able to implement the new Deed Restrictions.  We will need help  gathering the required signatures.  If you are interested in helping, please email HOA Vice President Brit Perkins at

The school received its charter in February 1998 and opened in September for the 1998-1999 academic year with 162 freshman, 15 faculty and staff, a newly renovated facility, and a $1.2 million budget. The school philosophy is International Baccalaureate for all students. For its first six years, the school was known as Sturgis Charter School. In 2004, the Sturgis board changed the school's name to "Sturgis Charter Public School," in keeping with a public relations initiative of the Massachusetts Charter School Association (formerly the Massachusetts Charter School Association). According to the enabling legislation for Massachusetts charter schools, a "charter" school is by statutory definition a public school. Sturgis determined that many people were unaware of this and thus added the term "Public" for clarity. As of the 2005-06 school year, the school had an enrollment of 326 students and 24.4 classroom teachers (on an

While charter schools provide an alternative to other public schools, they are part of the public education system and are not allowed to charge tuition. Where enrollment in a charter school is over subscribed, admission is frequently allocated by lottery-based admissions. In a 2008 survey of charter schools, 59% of the schools reported that they had a waiting list, averaging 198 students. Some charter schools provide a curriculum that specializes in a certain field—e.g., arts and mathematics. Others attempt to provide a better and more efficient general education than nearby public schools. Some charter schools are founded by teachers, parents, or activists who feel restricted by traditional public schools.

    Charter School Information
    What is a Charter School?
Charter schools are independent public schools, designed and operated by educators, parents, community leaders, educational entrepreneurs, and others. As a public school, a charter school is open to all who wish to attend it (without regard to race, religion, or academic ability) and paid for with tax dollars (no tuition charges). Unlike traditional public schools, charter schools are held accountable for achieving educational results. The charter establishing each such school is a performance contract detailing the school's program, goals, students served, methods of assessment, and ways to measure success. The length of time for which charters are granted in California is five years. At the end of the initial term, the school can obtain a five-year renewal by petitioning the school board granting the charter. Charter schools are accountable to their sponsor, the local school district or county school board, to produce positive academic results and adhere to the charter contract. The basic concept of charter schools is that they are free to exercise increased flexibility in return for this accountability. They are accountable for both academic results and fiscal practices to several groups: the sponsor that grants them, the parents who choose them, and the public that funds them.

Charter schools are innovative public schools, offering choices for families and providing greater accountability for results. Charter schools are widely diverse in philosophy, mission, and style of instruction. Every charter school reflects the vision of its founders: the arts, technology, basic skills or exploratory learning, for example. Charter schools are intensely independent. They are sponsored by districts but operate free from many of the regulations that are inherent in district schools. The charter is a performance contract with a school district. Each contract spells out the mission and goals of the school and its areas of accountability to the district. Instead of being accountable for compliance with rules and regulations, they are accountable for academic results and for upholding the terms of their charter. A charter may run for at little as one year or as long as five years before it must be extended or renewed. Public charter schools are funded by Oregon tax dollars, although at a lower level than
