Based on this recommendation, the U.S. Department of Education has joined in collaboration with the Policy Support & Studies Program at WestEd and the California State University (CSU) Institute for Education Reform, Charter Schools Project, to develop this national demonstration project. This web site will field test the use of web-based technologies in supporting educational innovation in charter schools. A pilot version of this site will be released to the public for a 60 day trial period beginning April 15th, 1997." About the Charter School Movement
Nearly 3,000 new schools have been launched since state legislatures began passing charter legislation in the 1990s. Chartering is a radical educational innovation that is moving states beyond reforming existing schools to creating something entirely new. Chartering is at the center of a growing movement to challenge traditional notions of what public education means.
Chartering allows schools to run independently of the traditional public school system and to tailor their programs to community needs. While not every new school is extraordinarily innovative and some school operations may mirror that of traditional public schools, policymakers, parents, and educators are looking at chartering as a way to increase educational choice and innovation within the public school system.

Charter schools are public schools of choice with different learning opportunities for children and increased involvement with parents and community members. A charter school is able to design and deliver programs to meet the needs of the community. The school can offer students higher standards and more hands on learning. Hernando County's first charter school is the Gulf Coast Academy of Science and Technology. In Florida, funding for charter schools comes from the state and is sponsored by the local districts. As with public schools, the portion of money from the state is allotted by the Florida Legislature and distributed per student. This is referred to as FTE or Full Time Equivalent. The charter school students must also pass all state exams and meet all of the state requirements as with the public schools. Charter schools are operated by parents, teachers, administrators and community members. To become a charter school a proposal must be submitted to the Hernando County School Board.     Culinary Arts Needs List Since August, 2008, the faculty and staff at Wauka Mountain have been exploring the concept of becoming a charter school. A charter school grant in the amount of $5,000 was awarded to Wauka Mountain from the Department of Education for the purposes of researching and visiting other charter schools. This well-written grant was competitive, and we were proud that our staff was able to gain this funding. Since that time, three charter schools have been visited. The School Council has been involved in the process throughout the year and a parent presentation was made at PTO. A parent night to discuss information about multiple intelligences and charter schools was held on April 2, 2009. Weekly, flyers have been sent home to parents about charter schools and about the concept of multiple intelligences. The staff has been surveyed and 100% of the staff has voted to proceed with applying for a charter from the Department of Education. This charter would go into effect for the 2010-2011 school year if the community and parents support this initiative.

    What are charter schools?
    Charter schools are non-profit 501(c)(3) organizations that have a contract or charter to provide the same tuition-free educational services to students as district public schools. They are nonsectarian public schools that operate with freedom from many of the regulations that apply to traditional public schools. The "charters" establishing such schools are performance contracts detailing the schools’ mission, program, goals, students served, methods of assessment, and ways to measure success. The length of time for which charters are granted varies, but most are granted for 3-5 years. At the end of the term, the entity granting the charter may renew the school's contract. Charter schools are accountable to their sponsor, usually a state or local school board, to produce positive academic results and adhere to the charter contract. The basic concept of charter schools is that they exercise increased autonomy in return for this accountability. They are accountable for both academic results and fiscal practices to several groups: the sponsor that grants them, the parents who choose them and the public that funds them.
