Joe Morrissey deserves a pat on the back for coming to Patrick Henry's aid. The Henrico Democrat has asked Attorney General Ken Cuccinelli for a legal opinion on the propriety of the Richmond School Board's demand that the organizers of the charter school bring the building into full compliance with the Americans With Disabilities Act right away.
That demand seems pretty rich, given how anemic the school system's own performance on ADA compliance has been. Richmond had to be dragged kicking and screaming to agree to necessary changes. A lot of its own projects still haven't gotten past the drawing-board stage. Holding the Patrick Henry charter school to a higher standard looks like one more among many attempts by the school system to throttle the baby in its crib.
Virginia's law says charter agreements shouldn't impose financial disincentives to the creation of charter schools. Here's hoping

    What Is a Charter School?
    A charter school in Colorado is a public school operated by a group of parents, teachers and/or community members as a semi-autonomous school of choice within a school district, operating under a contract or "charter" contract between the members of the charter school community and the local board of education. In a charter school, each student, parent and teacher chooses to be there. The "charter," as defined in the Charter Schools Act (Sections 22-30.5-101et. seq. C.R.S.), spells out the school goals, standards, education design, governance and operations. The degree of autonomy to be exercised by the charter school on such issues as personnel, curriculum and facilities is negotiated between the charter applicants and the local school district and reflected in the charter. School-centered governance, autonomy, and a clear design for how and what students will learn are the essential characteristics of a charter school.

A Step Back in Time
Last week I attended a charter school application hearing in the Thompson School District that felt like a time warp back 15 years. District (union) staff were there to speak against the charter school application and they cited old myths as their reason for not wanting a charter school. Myths that most of the state agreed 15 years ago were no longer valid.
The Thompson School District has one charter school: New Vision Charter School that is a Core Knowledge school serving grades K-8.
The school currently being proposed in Thompson is called Loveland Classical Schools (LCS) and would be a K-12 Core Knowledge school with an emphasis on classical education and modeled after the successful Ridgeview Classical Schools in Fort Collins. It came out during public testimony that all of the founders of Ridgeview came from Loveland after board members at the time (2000) told applicants they wouldn't support a charter school. Currently 126 Thompson students attend Ridgeview Classical Schools (RCS).
A couple of district staff members spoke about bad charter schools they had been associated with previously. An RCS math teacher spoke after them and said, "We agree that not all charter schools are good. But LCS isn't trying to model after one of those. LCS is trying to model after a successful charter school (RCS)."
