How Well Are Charter Schools Serving Urban and Minority Students? ERIC/CUE Digest, Number 119.
Charter schools have become popular because many people believe that they can provide a high quality education to public school students without the regulatory constraints imposed on conventional public schools. Charters are created and managed by an entity comprised of parents and/or teachers, community and/or business leaders, non-profit organizations, or for-profit businesses. The District of Columbia and 25 states now have laws permitting these independent public schools to be chartered by school districts or the state Department of Education, and thus they can receive public monies for their operation. The autonomy granted the schools varies widely, however. Urban areas are particularly fertile ground for the development of charter schools because there is a great need to find ways to improve education in the face of poor resources and overcrowding in the public schools. However, since most urban students are either disadvantaged or members of minority groups, there are concerns that charter schools may "cream off" the students identified as easiest to teach (frequently white or middle class children), leaving the remainder to founder in arguably inferior conventional public schools.

      Even though budget cuts for schools have lessened slightly in Illinois, charter schools are still at a disadvantage. Please take a moment to send the following letter to your state representative to let them know that you support level funding for charter schools.
      As the General Assembly returns to Springfield in November, we need to push them to revisit the issue of pension borrowing, and find a way to pass a sensible budget to ensure that public schools have the resources to educate young minds.

From 1996 to March of 2004, the Charter Friends National Network (CFNN) was an active network of state-level charter support organizations and leaders that operated as a project of the Center for Policy Studies in partnership with Hamline University in St. Paul, MN. Over time, and with growth in the charter movement nationally, it became evident there was a need for a more formal organization through which state and national supporters of charter schools could advance and defend this important innovation. Thus, the emergence of what is now known as the National Alliance for Public Charter Schoolsa DC-based non-profit organization headed by a board of directors chaired by Johnathan Williams, co-founder and director of the Accelerated Charter School of Los Angeles. Staff leadership is provided by the Alliance's President, Nelson Smith. Among other things, the Alliance's web site is now the "go-to" place for information on a number of initiatives formerly undertaken by CFNN, including the annual National Charter Schools Week and federal policy development, as well as an on-line directory of all major state charter school contacts and a calendar of upcoming charter-related conferences. The Alliance has a two part missionto serve as an effective voice for the charter movement nationally and to strengthen charter laws and support organizations in the states.
