What is a Charter School?
Although in some ways, charter schools operate similarly to private schools, they are still public schools because they are funded by taxpayer dollars (including both state and federal funds). There are two types of charter schools: These charter schools are built and maintained like traditional public schools. Since the first two charter schools opened in Minnesota in 1991, the number has steadily grown to reach 5,000 in 2009. Over 1.5 million students are now enrolled in such schools. 2) Virtual: These are the online counterparts to traditional charter schools. Like brick-and-mortar schools, these programs vary from state to state, but they all provide courses online and access to computers and licensed teachers. (It should be noted that while virtual charter schools and virtual public schools often offer similar programs, they are distinct from one another.) As of 2008, 185 virtual charter schools existed in 25 states.

    What Is a Charter School?
    A charter school in Colorado is a public school operated by a group of parents, teachers and/or community members as a semi-autonomous school of choice within a school district, operating under a contract or "charter" contract between the members of the charter school community and the local board of education. In a charter school, each student, parent and teacher chooses to be there. The "charter," as defined in the Charter Schools Act (Sections 22-30.5-101et. seq. C.R.S.), spells out the school goals, standards, education design, governance and operations. The degree of autonomy to be exercised by the charter school on such issues as personnel, curriculum and facilities is negotiated between the charter applicants and the local school district and reflected in the charter. School-centered governance, autonomy, and a clear design for how and what students will learn are the essential characteristics of a charter school.

Proponents believe charter schools provide better opportunities for child-centered education and more educational choices for their children. Operators have the opportunity and the incentive to create schools that provide new and better services to students. And charters, bound by the high standards they have set for themselves, inspire the rest of the system to work harder and be more responsive to the needs of the children.

Charter schools operate from 3 basic principles:
Accountability: Charter schools are held accountable for how well they educate children in a safe and responsible environment, not for compliance with district and state regulations. They are judged on how well they meet the student achievement goals established by their charter, and how well they manage the fiscal and operational responsibilities entrusted to them. Charter schools must operate lawfully and responsibly, with the highest regard for equity and excellence. If they fail to deliver, they are closed.
Choice: Parents, teachers, community groups, organizations, or individuals interested in creating a additional educational opportunities for children can start charter schools. Local and state school boards, colleges and universities, and other community agencies can sponsor them. Students choose to attend, and teachers choose to teach at charter schools.
