Chemical Spills Emergency Actions In TCU Educational Facilities: It is the responsibility of the faculty and lab instructors to know the characteristics of the chemicals they work with and to take appropriate precautions to protect themselves and students in containing spills that occur. Material Safety Data Sheets for Academic areas are maintained in the Sid Richardson Chemical Stock Room. In TCU Work Areas: It is the responsibility of employees to know the chemicals they work with and to take precautions to protect themselves in containing spills that occur. Individual Departments are responsible for maintaining a current list of Material Safety Data Sheets.
  • First priority is First Aid. Any spill that results in personal exposure should be treated immediately.
    • Eyes or Skin contact: If chemical is a liquid, assist the person to a sink/eyewash and flush the eyes or affected skin areas with water thoroughly and continuously for a minimum of 15 minutes. If chemical is a solid, brush chemical off skin gently. Remove contaminated clothing. Contact Campus Police (7777) for an ambulance.

  • Whenever you spill a chemical, or discover a spill or release, tell your supervisor and coworkers in the area immediately. When a spill occurs, you and others should move well away from the area when determining the appropriate response. The appropriate response depends on whether the spill is a simple spill, which you can clean up yourself, or a complex spill, which requires outside assistance. Simple spills do not spread rapidly, do not endanger people or property except by direct contact and do not endanger the environment. You can cleanup a simple spill yourself if you have the proper equipment and training and are comfortable doing it. The department of Public Safety should be informed of a simple spill, ext. 6888. Complex spills are any spills that may spread rapidly, may endanger people and/or property and may endanger the environment.
    Anyone who may have been contaminated by the complex spill should, if necessary and prudent, be immediately put under an emergency shower and his/her contaminated clothes should be removed as the flow of water begins. The affected area of the skin should be washed for 15 minutes. EMS will be called and medical treatment will begin as soon as possible.

In these times of economic downturn  and business uncertainty it is a major challenge to maintain a high level of emergency preparedness and manage increasing environmental pressure, under conditions of continuing cost cutting, re-structuring and staff reductions. Robin Perry and Associates (RPA) can assist you in meeting these challenges Spill Experience As a young Royal Navy officer Robin saw the birth of modern spill response at the Torry Canyon spill in 1967.  In 1977 he joined the oil industry in the North Sea, followed by five years as General Manager of Oil Spill Response Limited.  After forming RPA, this led to calls from the UK Maritime and Coastguard Agency to assst at the Sea Empress spill and from the International Maritime Organisation to provide assitance to the Yemen Government at the the Limburg spill. During a later interlude as a Vice President of SEACOR Environmental Services International(SESI), he established a major response base in the UAE, before reforming RPA in 2009.

Part 1 In the photo at right, a 1995 explosion and fire engulfed a chemical storage facility 2 miles from downtown Savannah, Georgia. Chemicals escaping from damaged tanks reacted together to form hydrogen sulfide and other poisonous gases. Below is a view of the facility after the fire was put out. A mixture of escaped chemicals has pooled within the protective concrete berm surrounding the burned tanks.     All chemical spills that take place on campus should be considered dangerous. University personnel should not attempt to handle any chemicals unless they are properly trained in handling chemical releases (i.e. laboratory personnel, safety personnel). If a chemical release occurs in your immediate area, the following steps should be taken: Note: Radionuclide users should not evacuate rooms until they have taken steps to limit the spread of contamination, unless immediately warranted by any radiological or life threatening conditions. Limit the movement of all potentially contaminated persons to confine the spread of radioactive material.

        On Jan. 8, 2010, the U.S. Coast Guard contacted NOAA with a request for assistance to track the trajectory of an estimated eight barrels of crude oil released from a leaking valve in West Cote Blanche Bay, La. Two days later, a tanker with 41,000 barrels of ethanol aboard experienced a ruptured tank. The Coast Guard contacted NOAA for support. Fortunately, no fuel was released. collision between a crude oil tanker and a barge in Port Arthur, Texas. All of these events occurred within one two-week period. Each year, there are thousands of oil and chemical spills in coastal waters around the nation. These spills range from small ship collisions to fuel transfer mishaps to massive spill events like the BP Deepwater Horizon oil spill The release of oil and chemicals into our coastal waterways is a major problem. Spills can kill wildlife, destroy habitat, and contaminate critical resources in the food chain. Spills can also wreak havoc on the economies of coastal communities by forcing the closure of fisheries, driving away tourists, or temporarily shutting down navigation routes. And these environmental and economic damages can linger for decades. When dealing with oil and chemical spills, there are many questions that need answered.
