Child abuse is defined as a variety of abnormal behaviors directed against children. It can take many forms. Child abuse in general is a psychological problem or perversion of the abuser. The abuser is referred to as the perpetrator of abuse.

Child abusers inflict physical, sexual, and emotional trauma on defenseless children. Victims of child abuse often become abusers themselves, continuing the cycle. While laws have been enacted in most countries making such abuse a crime , many cultures regard parenting as a private, family affair, which leads to significant underreporting. Even so, agencies designed to deal with child abuse victims and perpetrators are overwhelmed by the numbers of cases that are reported. Confusion with corporal punishment , which is disciplinary in nature and not intended to have severe or long-term effects, also hampers prevention and reporting. Efforts to prevent child abuse involve support through social services education , and counseling on the individual (child), family, community , and societal levels. The solution to the widespread phenomenon of child abuse cannot be found in legislation, or in merely stopping abuse that has already damaged a child. Human beings should develop the heart of true parents to properly raise children.

Child abuse is an inherent part of the long, unfortunate saga of maltreatment and neglect of children. Such abuse and neglect has probably always been a feature of childhood for some individuals in every human society. There are some social and psychological settings in families and institutions that make maltreatment of children more likely to happen, and there are characteristics of chilodren that increase their liklihood of being abused. Child abuse also has specific legal meanings, that, like all legal meanings, are locally defined. Experts in child abuse consider that acts of ommission, as well as acts of commission, count as maltreatment of children. Physical abuse includes not only beating or other injury, but also, for example, failure to touch or hold a child. Certainly, in older children, there is a broad range of normal when it comes to adults having physical contact with children, but in neonates, infants and toddlers, lack of physical contact from care givers has clear and objective detrimental effects on health, and a young infant who is never held, for example, is actually less likely to survive. "Psychologic maltreatment of a child by a caregiver includes spurning, exploiting/corrupting, withholding emotional responsiveness, isolating, or terrorizing." (reference for quote:Charles F.     The abuse or maltreatment of children is against the law. Victims need an effective child protective service to prevent them from suffering further injury and impairment. The purpose of the Child Protective Services Act of 1973 is to encourage more complete reporting of child abuse and maltreatment. The law established a Child Protective Service in each county in New York. Each Child Protective Service is required to investigate child abuse and maltreatment reports, to protect children (under 18 years old) from further abuse or maltreatment, and to provide rehabilitative services to children, parents, and other family members involved.
