Child Abuse Prevention: Michigan's Experience
Abstract
A state-level analysis of the costs associated with child maltreatment and its consequences was undertaken. These costs were then compared to the costs of providing child maltreatment prevention services to all first time parents. The costs of child abuse were estimated at 823 million dollars annually. These costs include those associated with low birthweight babies, infant mortality, special education, protective service, foster care, juvenile and adult criminality, and psychological services. The costs of prevention programming were estimated to be 43 million dollars annually. This yields a 19 to 1 cost advantage to prevention.

Forms of child sexual abuse include asking or pressuring a child to engage in sexual activities (regardless of the outcome), indecent exposure of the genitals to a child, displaying pornography to a child, actual sexual contact against a child, physical contact with the child's genitals (except in certain non-sexual contexts such as a medical exam), viewing of the child's genitalia without physical contact (except in nonsexual contexts such as a medical exams), or using a child to produce child pornography The effects of child sexual abuse include depression post-traumatic stress disorder anxiety propensity to further victimization in adulthood, and physical injury to the child, among other problems. Sexual abuse by a family member is a form of incest , and can result in more serious and long-term psychological trauma , especially in the case of parental incest In North America , for example, approximately 15% to 25% of women and 5% to 15% of men were sexually abused when they were children.

      • 84 percent of prison inmates were abused as children. One in three girls and one in five boys are sexually abused by an adult at some time during childhood. (Most sexual abusers are someone in the family or someone the child knows, not the proverbial stranger with a lollipop.) Families with four or more children have higher rates of abuse and neglect, especially if their living conditions are crowded or they live in isolated areas. More than 80 percent of abusers are a parent or someone close to a child. Child abuse is far more likely to occur in the child's home than in a day care center. One in thirteen kids with a parent on drugs is physically abused regularly. (Drug and alcohol abuse in the family makes child abuse about twice as likely.) One out of ten babies born today are born to mothers who are abusing drugs. Drinking and smoking heavily during pregnancy also endangers the health of unborn children.
