Senior China Analyst HONG KONG, China (CNN) Beijing's international affairs experts say American "unilateralism" might have contributed to tension with terrorist groups that were suspected of masterminding the attacks against the U.S. Chinese President Jiang Zemin on Tuesday sent a message of condolence to counterpart George W. Bush. The Chinese Foreign Ministry said that it was the Chinese government's long-standing policy to "condemn and oppose all types of terrorist acts of violence." Diplomatic sources in Beijing said soon after the terrorist acts were reported in the Chinese capital, Communist party Politburo leaders met to discuss the emergency. The sources said the leadership decided on three principles: Beijing would condemn the terrorist acts; it would express sympathy with the victims in the U.S.; but it would not get involved in Americas disputes with terrorist groupings or anti-U.S. elements in the Middle East. Tsinghua University foreign affairs expert Yan Xuetong pointed out no form of terrorist action could be condoned.

Chinese Government
The Chinese Government has always been subordinate to the Chinese Communist Party (CCP); its role is to implement party policies. The primary organs of state power are the National People's Congress (NPC), the President, and the State Council. Members of the State Council include Premier, a variable number of vice premiers, state councilors (protocol equal of vice premiers but with narrower portfolios), and ministers and heads of State Council commissions. Under the Chinese Constitution, the NPC is the highest organ of state power in China. It meets annually for about 2 weeks to review and approve major new policy directions, laws, the budget, and major personnel changes. These initiatives are presented to the NPC for consideration by the State Council after previous endorsement by the Communist Party's Central Committee. Although the NPC generally approves State Council policy and personnel recommendations, various NPC committees hold active debate in closed sessions, and changes may be made to accommodate alternate views.

Kishlansky, Sources of World History , Vol. 1 (New York: HarperCollins, 1995), p. 269-273 Ricci's most important published work was his History of the Introduction of Christianity into Chin a. But the journals that he kept and edited for publication allow one of the few glimpses of an outsider's view of Chinese society and government during a period when China was closed to foreign visitors. In this selection Ricci describes Chinese government. There are no ancient laws in China under which the republic is governed in perpetuum, such as our laws of the twelve tables and the Code of Caesar. Whoever succeeds in getting possession of the throne, regardless of his ancestry, makes new laws according to his own way of thinking. His successors on the throne are obliged to enforce the laws which he promulgated as founder of the dynasty, and these laws cannot be changed without good reason.... The extent of their kingdom is so vast. its borders so distant, and their utter lack of knowledge of a transmaritime world is so complete that the Chinese imagine the whole world as included in their kingdom. Even now, as from time beyond recording, they call their Emperor, Thiencu, the Son of Heaven, and because they worship Heaven as the Supreme Being, the Son of Heaven and the Son of God are one and the same. In ordinary speech, he is referred to as Hoamsi, meaning supreme ruler or monarch, while other and subordinate rulers are called by the much inferior title of Guam.

    After nearly a year in preparation by InterNACHI's Deanna Willis, the Chinese government meets with InterNACHI regarding home inspections. The Chinese delegation from Hubei, China (near the Yangtze River) from the government offices of Hubei Provincial Administration for Quality Supervision and Inspections (HBQSI) traveled to the U.S. under a special invitation from InterNACHI. NACHI,which has had members performing inspections in Hong Kong for many years,has been helping the Chinese government with inspection and construction quality control issues. InterNACHI was represented by member Bill Merrell of the Merrell Institute (position in picture unnecessary) who was honored with the Yellow Crane Tower Plaque for his assistance. Thanks Bill!
