This publication was made possible by generous support from the James Madison Council, a national, private-sector advisory council dedicated to helping the Library of Congress share its unique resources with the nation and the world. John Y. Cole, a librarian and historian, began working at the Library of Congress in 1966. He has been director of the Center of the Book in the Library of Congress since it was established in 1977. The author wishes to acknowledge the assistance of Margaret E. Wagner of the Library's Publishing Office in the preparation of this volume, which is dedicated to the memory of David C. For other uses, see Congress (disambiguation) . - For systems of government similar to the U.S. federal government, see presidential system A congress is a formal meeting of the representatives of different nations constituent states , independent organizations (such as trade unions ), or groups. The term was chosen for the United States Congress to emphasize the status of each state represented there as a self-governing unit. Subsequent to the use of congress by the U.S. legislature, the term has been incorrectly adopted by many states within unions, and by unitary nation-states in the Americas , to refer to their legislatures.

The Congress of Vienna Waltz
A few years ago, I tracked down a copy of the music for that very pretty waltz choreographed by John Hertz. I sampled the music from cassette, cleaned up a good deal of the noise, and compressed the result in MP3 format. The file size is less than one megabyte. If you download it, please send me a note so that I know my time was well spent. Feel free to link to this page from your own web site.
The musicians who recorded this performance are unknown. download congress.mp3 stream it download an Ogg Vorbis version stream it (MP3 players are listed here , and Ogg Vorbis players are listed here Commercial recordings of the Congress are now available, one from the Brassworks band and another from the Bangers and Mash band. The dance is a modern creation, inspired by dances from Regency England, and has become very popular in vintage dance circles throughout California. If you're interested in learning it, I suggest contacting the Friends of the English Regency (southern California) or attending one of the Gaskell Ball classes (northern California).
