Turning the Strike Tables
Justin Katz Helen makes an interesting suggestion Would a strike of non union people be illegal? If everyone who is not in a union stopped working, if business owners refused to open, would that be illegal? It would certainly be a show of private-sector weight were the Rhode Island economy simply to stop for a couple of days. Just the mere fact of the sort of organization and unity of purpose would send shivers down the spines of those who rely on their ability to siphon their livelihoods through taxes and public fees. Of course, one truth hovers over the entire discussion: Were emotions so elevated as to make such an event possible, we who desire rightward reform in the state would have been able to accomplish more by the usual route of the election.

The agency assists them in acquiring the skills and support services necessary to be independent.

February 17, 2010 2010-R-0057 ECS MINIMUM BUDGET REQUIREMENT By Judith S Lohman, Assistant Director This report explains the Education Cost Sharing (ECS) minimum budget requirement and its legislative history REQUIREMENTS FOR RECEIVING ECS GRANTS Three requirements apply to towns receiving state ECS grants The first is that they spend their entire ECS grant for education The second is that they not use an increase in their ECS grant in any year to supplant local funding for education (the nonsupplant requirement) The third is the minimum budget requirement or MBR, which currently requires that towns budget at least the same amount for education in FY 10 and FY 11 that they budgeted in FY 09, minus any amount by which a town reduced its FY 10 local education budget to offset federal money paid directly to its board of education under the 2009 federal stimulus act State law requires towns to spend 100% of their ECS aid for educational purposes and to spend the funds only on the authority of the town s local or regional board of education In addition, starting with FY 1999, towns are barred from using increases in ECS funding to supplant local education funding (CGS § 10-262i(c))

She has managed projects for the State of Connecticut, Boards of Education, private corporations and the general public. She has implemented employee assistance and managed care programs for mental health and substance abuse benefits. In 1991, Anne became part of an audit team brought in by the Resolution Trust Corp. to identify and define the assets of failed banks in New Hampshire and Connecticut. Becoming a highly skilled specialist in analyzing problematic real estate loans, she played a lead role in locating repossessed property assets. Academic Learning Center - A program at Rockville High that uses students to tutor other students in classes they are having trouble with. Students should talk with their guidance counselor about taking advantage of this opportunity during their study halls. Ad Hoc - This means either something that has one purpose or something that is improvised. An "Ad Hoc" committee is a loosely formed group that has a specific goal. Adult Education - Rockville High School is the regional facility for adult education. Students from Vernon, Bolton, Colchester, Coventry, Ellington, Glastonbury, Lebanon, Manchester, South Windsor, Stafford, Tolland, Union, Regional School District #8, and #19 all come to RHS for adult education classes to get their GED or other programs that adult learners are in need of. (General Educational Development) - State Web Site AP Block Scheduling - There are 8 class periods at RHS. On an "A" day, students take classes 1-4 and on a "B" day they take classes 5-8. Class periods are 82 minutes long. For example, in this way, students have 4 classes on Monday and have the same 4 classes again on Wednesday, so they have 2 days to get homework done for those classes. Of course, they may also get homework from the Tuesday classes which will be due on Thursday, so students still have to budget their time and plan ahead. The RHS web site shows the A-B schedule. When do they eat lunch? The third period of the day is extra-long, so students eat lunch in one of those parts and have the scheduled class in the rest of the time. Some students eat lunch as early as 10:32 AM, but they have been at school since 7:27 and get home about 2:15, so they survive OK. The official RHS web site does a good job explaining this -
