July 14, 2000 2000-R-0707 EDUCATION GRANTS By: Judith Lohman, Chief Analyst You asked several questions about various education grants. We list each question and answer below. How was the distribution formula for a $10 million special grant to towns for special education enacted in the 2000 session developed? Why did Hampton receive only $40,200? This question appears to be based on several misconceptions. No $10 million special education grant to towns was enacted in 2000. The General Assembly did approve a $34 million one-time special revenue sharing grant to towns funded from the FY 1999-00 budget surplus. Hampton is scheduled to receive $41,120 under this program. The General Assembly also approved $10 million in educational technology grants. Hampton is eligible for an educational technology grant of $17,375. In addition, Regional District 11, of which Hampton is a member, is eligible for a $10,000 educational technology grant. Revenue Sharing Grant. Towns can use the revenue sharing grant money for any purpose, not just for education or special education. Each town's share of this grant is specified in Section 82 of the Budget Act (SA 00-13). (We enclose a copy of the Office of Fiscal Analysis' complete list of grants to all 169 towns.) According to Alan Shepard of OFA, each town's revenue sharing grant amount was determined by adding together the amounts it was scheduled to receive under four other grant programs: town road aid grants, payments in lieu of taxes (PILOT) grants for state-owned property, special education catastrophic cost grants (reimbursements for special education costs that exceed five times the town's regular per-pupil cost of education), and special education equity grants (a grant for towns with special education costs that are higher than the state average).

Quantity: 215 linear feet. Identification: Language: English. Abstract: These operations are now handled by the Athletic Communications Office and the University Relations Office (also know as University Communications).
History
The University Editorial Office was opened in 1922 under the direction of Walter Stemmons , College Editor. In 1954, after Mr. Stemmons retired, the office was renamed to reflect its broadened responsibilities. The Division of Communication, directed by John H. Gleason, had four subdivisions: General News (News Office), Sports Information, University Photography (Photo Lab), and Publications-Central Duplicating. In 1962, Donald Friedman became head of the office. In 1964, the name was again changed, this time to Office of Public Information and Publications. This office absorbed University News, Sports Information, Photography, Publications, and Central Duplicating. In 1967, Raymond J. Buck became Director of University Publications when the Office became the Office of Public Information (OPI). Friedman continued to work for Buck as director of OPI until 1977 when Walter S. McGowen became the director. Sports Information was transferred to the Division of Athletics in 1977/1978.

Mayor: Next Year the BOE Budget Will Be In Same Form as Town's
With regard to the Board of Education Budget, Section 703 of the Charter provides, in part: The Board of Education shall have the same duties [as the Town] and follow the same form and procedure with respect to its budget...(emphasis added).
This has never been done; the BOE Budget has always been in a different format that contains much less information than the Town-side Budget and has far less transparancy.
This won't happen ever again because at last night's Town Council Meeting, Mayor Pat Murphy announced that as the Charter mandates next year's BOE Budget will be in the same format as the Town's. Posted by jay at 9:59 AM 52 comments

After a 40-year career practicing law in New Milford and having lived in the area for the same period, I have some opinions regarding various subjects affecting the town of New Milford. By way of background, I have, in addition to practicing law, been a town attorney, a selectman, a member of the Board of Directors of The New Milford Bank and Trust Co.(a publicly traded company) for 10 years, a member of the Executive Committee of the New Milford Hospital for 23 years and chairman for 4 years.
