ARC in the News
The Alternate Route to Teacher Certification (ARC) is an authorized teacher preparation program that was created in 1988 to attract mid-career adults into the teaching profession, particularly in subjects with a shortage of teachers. Individuals who have worked as substitutes, paraprofessionals, or independent school teachers also are encouraged to apply. ARC is conducted by the Connecticut Department of Higher Education in Hartford. ARC offers two sessions. ARC I is a n approximately nine and one half weeks , full-time summer session which runs from June into August. ARC II is a weekend session (Friday evenings and all day Saturdays) on three out of four weekends each month from late October to May. Both sessions require a student teaching experience as well. Admission to ARC is competitive and requires a minimum of a bachelor's degree and an academic major in the subject you wish to teach, along with other application criteria. All applicants must have passed the Praxis I examinations or have received a waiver based on past tests such as the SAT or the GRE. Lohman, Chief Analyst You asked for a comparison of Connecticut's teacher certification law with the model teacher certification proposal advanced by U.S. Education Secretary Riley. SUMMARY In his annual speech assessing the state of education on February 15, 1999, education secretary Richard Riley outlined a proposal for a model teacher-licensing scheme for states. As published on the U.S. Department of Education's website, the secretary's proposal includes three levels of teaching licenses, with the third or advanced level being voluntary. The secretary said that states and school districts could determine teacher salaries based on the type of license earned, years of teaching experience, and demonstrated knowledge and skills the school district values. Connecticut's teacher certification law already has many of the elements in Secretary Riley's proposal, including three certificate levels, standards at each level, renewable certificates, a requirement that teachers pass a written test to obtain an initial certificate, an evaluation requirement, and a requirement for professional development activities to continue certification. The State Department of Education has proposed a bill to reorganize the state's teacher certification law (HB 6951). The bill changes the name of the state's teaching credential from "certificate" to "license," but does not otherwise change the current three-tier certification configuration or standards.

ABOUT TEACHER CERTIFICATION PROGRAMS Sacred Heart University's Isabelle Farrington School of Educaton offers a graduate program leading to Connecticut public school teacher certification in Elementary Education (Grades K-6), as well as Secondary Education (Grades 7-12) in the following subject areas:

CEA : CRA's Position on Literacy Certification Not What IRA recommends As you know, the CT Reading Association (CRA) has continued to advocate for one literacy certificate for CT teachers, saying that is what the International Reading Association (IRA) supports. Wanting to gain a better understanding of how IRA views this issue, and why they would support only one literacy certificate, CEA spent considerable time recently studying the on the IRA web site. What CEA found was that CRA has not fully and, hence, accurately represented the IRA Standards. On November 3, CEA testified at the State Board of Education meeting to explain what the IRA Standards really say, how that differs from what CRA has said, and why Option 2 - for 2 levels of literacy certificates - more closely aligns with what IRA supports. CEA provided Board members with 3 brief documents (attached) that bring out the following points:

    Teacher Certification Bill Passes Legislature
    A teacher certification bill that stalled in regular session passed the legislature in special session and was signed by Governor Rell. The certification revisions were months in the making as legislators examined the current teacher certification statutes and explored potential amendments. One amendment requires boards of education to establish professional development committees that include certified personnel and representatives of their bargaining organization. The duties of the committees would be to develop, evaluate, and update comprehensive teacher professional development plans. This is a very positive change since the current statute only allows teachers to advise and assist in developing plans.
    This spring CEA lobbied hard to make legislators understand that teachers need a voice in creating their professional development programs. This significant amendment passed the House of Representatives with broad support after failed attempts to increase the number of hours of continuing education units (CEUs) from the current 90 hours to as high as 150 CEU hours at the financial expense of teachers. Teachers must attain the CEUs to renew their professional certificate. The proposed increase in CEU hours, which would also have applied to teachers holding provisional certificates, was defeated because of CEA's advocacy efforts. CEA also prevailed in preventing an amendment that would have eliminated the due process provision if a teacher's application for a certificate was denied.
