    • New York State does have interstate contracts with more than 30 other states and jurisdictions for classroom teaching certificates.
      Go to Applicants from Other States for a list of States Party to the Interstate Agreement on Qualification of Educational Personnel, and for details on Enhanced Reciprocity leading to the Conditional Initial Certificate and National Board for Professional Teaching Standards Certificate Holders.
      To pursue information on colleges with approved teacher education programs located outside of New York State check their particular websites and inquire directly to them. Verify that any Teacher Education program offered in another state is also accepted and accredited by that state for teaching credentials.     To Apply for a Conditional Initial Certificate
    Applicants who possess a valid certificate in a contract state may apply for a Conditional Initial certificate. This certificate is valid for two years, during which time the teacher must satisfy the examination requirement for a regular Initial certificate. If the candidate has satisfied the testing requirement at the end of two years, a regular Initial certificate will be issued, valid for five years from the effective date of the Conditional Initial certificate.

August 4, 2004 2004-R-0615 CRIMINAL BACKGROUND CHECKS FOR COACHES By: Judith Lohman, Chief Analyst You asked (1) if Connecticut law requires background checks for coaches and managers of school- and nonschool-sponsored sports programs, (2) whether any other states have laws requiring background checks for coaches and managers of youth sports programs, (3) if any national youth sports leagues require such checks, and (4) for information on any recent Connecticut proposals to require youth sports coaches and managers to undergo background checks. SUMMARY Connecticut law requires all public school employees hired on or after July 1, 1994, including coaches, to submit to state and national criminal history record checks when they are hired. In addition, school boards have the option of requiring checks of employees hired earlier. The law also allows private schools to require their applicants and employees to submit to checks. The state criminal records check requirement does not apply to those who volunteer in schools or to nonschool-sponsored activities. Although 42 states have laws requiring criminal background checks for teachers and other school employees, only two states have laws on criminal background checks for non-school youth sports organization personnel and neither one requires the checks. The two states with laws expressly encouraging or allowing the checks are New Jersey and Oregon.

    To fully understand the teaching programs in the School of Education and Professional Studies, the distinction between obtaining a degree from Central Connecticut State University and obtaining a teaching certificate from the State of Connecticut must be made. Also, it requires an understanding of the differences between completing a subject-matter major and completing a degree in education. School teachers in the State of Connecticut are required to have a major in a particular subject field. This is referred to as the subject-matter major. The various subject matter majors are listed elsewhere in this catalog under elementary, secondary and all-level subjects education. Teacher candidates at Central Connecticut State University, in addition to acquiring a subject matter major, are required to fulfill professional course work and fieldwork experiences in education which lead to a degree in education and to certification. Certification is the process of getting a license to be a teacher in the public schools of a state. It is also the professional term used to refer to the license itself.
